Paul Wood, Planning Director, stated that transportation and open space dedication are the two key <br />items staff was concerned with. Etkin Equities, Inc. submitted preliminary PUD plans for 185 acres <br />in the Colorado Tech Center. Approximately 67 acres of the parcel are located in and would be a <br />replat of the north end of Filing No. 1, with the balance being located immediately adjacent and to <br />the east of existing Filing No. 1 extending to South 104th Street. They proposed to replat the <br />northerly portion of Filing No. 1 maintaining an average lot size of 1 to 3.5 acres.. The average lot <br />areas of the easterly portion of the plat will range from 3.5. to 5 acres, with the CB lots ranging from <br />11 to 24 acres in area. Uses for the business center were proposed as office /warehousing, <br />commercial, and pure office uses. Issues raised by staff and forwarded to the applicant are attached. <br />The open space dedication and the fulfillment of that obligation is still under review by staff and the <br />City Attorney's office. <br />Tom Phare, Public Works Director, pointed out that the CTC project is about 20 years old and an <br />updated plan was being pieced together for the 90's. Some of the issues are the amount of <br />improvement construction that would have to be done, Phase I, the timing, and comprehensiveness <br />(there had been discussion about replacing 104th Street with a roadway located within the park itself <br />to reduce an off -site cost to the developer, so they may have a double- fronted road for the project). <br />They hoped that from the discussions of this project they can clarify the responsibilities of the City; <br />and the property owners in the CTC District as to who would do what and when. He stated that <br />there needed to be an additional access to the park, since the Cherry Street access to 96th Street is <br />probably not doable. <br />Davidson called for the applicant's presentation. <br />Chuck Bellock, Community Development Group, 1400 28th Street, Boulder, Colorado, introduced <br />Bruce Etkin. He stated that they had entered into a contract with Etkin Equities, a nationally <br />recognized real estate organization based in Denver and Detroit. <br />Bruce Etkin, 1551 Larimer, Denver, Colorado, stated that they had filed for a building permit for a <br />70,000 s.f building and they have two or three other buildings ready to go. He was there to answer <br />any questions. <br />Bellock explained that this PUD'will link the existing first phase property to a new access point on <br />Hwy. 42, accommodate all of the needs that are created within the park and will also serve to alleviate <br />some of the downtown traffic currently being routed through 96th Street. It will also create a strong, <br />striking new image to the park as it accesses from Hwy. 42 directly. Higher end commercial and <br />office users are being directed to the Hwy. 42 frontage creating an improved and upscale image. <br />They will increase setbacks in that area and provide higher density to serve as a buffer from Hwy. 42. <br />There will be a substantial commitment to street trees at 40' intervals with a sidewalk on one side. <br />He pointed out that, if Council makes creating four lanes of 104th Street strictly CTC's responsibility <br />alone, this project will not get off the ground. They felt it is more of a regional traffic problem <br />requiring a regional traffic solution. They planned .on creating excess buffers to the buildings with <br />7 <br />
