FUEL FRANCHISE GRANTED BY THE CITY OF LOUISVILLE, COLORADO, TO <br />PUBLIC SERVICE COMPANY OF COLORADO 2ND READING PUBLIC HEARING <br />(PUBL. LSVL. TIMES 4/19/97) <br />Griffiths read by title only Ordinance No. 1258, Series 1997, "An ordinance amending Article VI, <br />Section 1 of Ordinance No. 544, May 17, 1977, as amended by Ordinance No. 994, May 16, 1989, <br />to extend to and including June 15, 1999, the electric and gaseous fuel franchise granted by the City <br />of Louisville, Colorado, to Public Service Company of Colorado." <br />Heather Balser, Management Assistant, stated that this ordinance would affect the term effective date <br />of Article VI, Section 1 of Ordinance 544, Series 1997. This amendment provides that the current <br />franchise would remain in effect to and including June 15, 1999. This two year period would allow <br />for adequate consideration of any proposed changes to the franchise and allow for completion of <br />legislative reviews and actions applicable to electric and gas companies. <br />Davidson opened the public hearing and called for anyone wishing to speak on this ordinance. <br />NONE <br />Davidson closed the public hearing and called for Council comments, questions, or motions. <br />Howard moved that Council adopt Ordinance No. 1258, Series 1997, at second and final reading, <br />seconded by Levihn. Roll call was taken. Motion passed by a 6 0 vote with Keany being absent. <br />RESOLUTION NO. 25, SERIES 1997 REQUEST FOR A SPECIAL REVIEW USE <br />DREAM CATCHER LEARNING CENTER 1400 MAIN STREET <br />Paul Wood, Planning Director, stated that the special review use is to provide supplemental <br />educational services in a CN Zone District. The center would provide one -on -one instruction to <br />children ages 7 to 14 years. Hours of operation would be 3 p.m. to 7 p.m. during the school year <br />with more daytime hours in the summer. The Planning Commission recommended approval with the <br />condition that the SRU be granted to the applicant only. <br />Davidson called for the applicant's presentation. <br />Iris Lee, Dreamcatcher Learning Center, was there to answer any questions. <br />Davidson called for Council questions. <br />Mayer moved that Council approve Resolution No. 25, Series 1997, with the conditions that the SRU <br />be granted to the Dreamcatcher Learning Center only and that they maintain the lease for the parking <br />with Burlington Northern for the life of the Special Review Use, seconded by Howard. Roll call was <br />taken. Motion passed by a 6 0 vote with Keany being absent. <br />5 <br />
