PAGE TWO <br />SUBJECT: PLANNING COMMISSION 2009 2010 WORK PLAN <br />DATE: AUGUST 11, 2009 <br />o Three part scope of work drafted utilizing outside professional services to <br />conduct community stakeholder input. <br />o Request funding from Governors Energy Office to facilitate program. <br />o Conduct public hearing process. <br />o Provide follow up education and technical assistance. <br />3. Review and Recommend Possible Revisions to Louisville's Mixed Use Development <br />Design Standards and Guidelines (MUDDSG). <br />Recently, the City has been provided with a consultant analysis and market study which <br />included recommendations related to the re- development of the Urban Renewal District. The <br />recommendations have several important land use implications and the City's initial design <br />guidelines that would help guide the mixed use district development. The design guidelines <br />should be reviewed and if appropriate revised to reflect the market studies and tax implications <br />related to re- development. <br />Evaluate modifications to the MUDDSG based upon input received from EPS Market <br />Study finalized in January of 2009. <br />Evaluate requirement for mandatory mix of uses on parcels exceeding 5 acres. <br />Evaluate the requirement to provide retail uses on first floor. <br />Evaluate maximum height of buildings (Max 45' three stories). <br />Evaluate maximum residential density of 20 dwelling units per acre. <br />Economic Review <br />4. Review and Recommend Possible Revisions to the Downtown Sign Code <br />Review and potentially provide recommendations for modifications to the sign code portion of <br />the Downtown Design Handbook for the downtown core area in order to be more supportive of <br />business identification needs while preserving the historic character of downtown Louisville. <br />Review the existing sign code for the Downtown Commercial Core. <br />Primary stakeholders would be BRAD, DBA, Historic Preservation Commission and <br />Louisville downtown business owners. <br />5. Historic Preservation <br />Review and provide recommendations to City Council of the Old Town Historic Overlay District <br />Design Guidelines and Framework Plan. <br />Discussion of Historic Preservation in Old Town Overlay District and Downtown <br />Commercial Core <br />Joint discussion with Historic Preservation Commission. <br />Provide recommendations for potential revisions in order to help preserve historic <br />character. <br />Discussion Note: The scope of this goal is strictly to coordinate discussions with the <br />Historic Preservation Commission regarding administration of the existing Old Town <br />Overlay and possible revisions necessary to meet the goals of the historic preservation tax. <br />
