Howard moved that Council approve Resolution No. 27, Series 1998 - Amended Final PUD
Development Plan and Special Review Use for an Expansion of the Existing Fire Station #2 at 895
Via Appia, seconded by Keany.

Sisk offered a friendly amendment to include the voluntary Prairie Dog Management Plan submitted
by the Fire District as an amendment, accepted by Howard and Keany.

Davidson pointed out that he felt that adding this amendment would exceed Council's authority.

Sisk withdrew his amendment.

Roll call was taken. Motion passed by a 6-0 vote.

Dhieux stated that the Fire District would like to extend a gentleman's agreement to the City to
follow the voluntary Prairie Dog Management Plan submitted with this PUD.

RECEIVE PLANNING COMMISSION RECOMMENDATION - FINAL SUBDIVISION
REPLAT CENTENNIAL VALLEY, PARCEL 'O' AND A FINAL PUD DEVELOPMENT
PLAN FOR SAM'S CLUB

Davidson called for staff introduction.

Paul Wood, Planning Director, forwarded Planning Commission recommendations along with a
summary of the applicant's response to the recommendations. He stated staff recommends that the
request be scheduled for City Council at the next regular meeting on June 16, 1998. He was then
available to answer any questions.

Davidson called for the applicant's presentation.

Steve Wilson, CLC Associates, expressed willingness to address any Council concems and was
available to answer questions.

Davidson called for any public comments.

NONE

Davidson called for Council questions and comments.

Sisk stated he disapproves of the sales tax rebate because he feels refunding to the merchant makes
little sense compared to earlier Council decisions regarding Home Depot, Eagle Hardware, etc. He
expected the monies would be used to exceed the design guidelines, which is not the case. He is
opposed to subsidizing a large corporation such as Sam's Club.
