<br />City Council <br />Special Meeting Minutes <br />February 9, 2010 <br />Page 2 of 10 <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON <br />THE AGENDA <br /> <br />None. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Fleming stated his desire for the meeting to provide direction to <br />Staff on reductions to the 2010 budget; direction on Council's position on <br />potential tax questions for the fall election and direction on long-term priorities. <br /> <br />REGULAR BUSINESS <br /> <br />Mayor Sisk explained CML Executive Director Sam Mamet was asked to <br />facilitate the discussions in the Budget Retreat. Mayor Sisk, City Council, City <br />Staff and members of the public introduced themselves to Mr. Mamet. <br /> <br />CML Executive Director Mamet presented an overview on how the meeting <br />would proceed; a fact sheet on what Colorado municipalities are facing today and <br />a "State of the Cities" Report. He noted there are challenges for Colorado cities, <br />which are outside of their control. Mr. Mamet has been with the Colorado <br />Municipal League for 31 years and travels extensively discussing issues with <br />cities and towns throughout the state. <br /> <br />ADDRESSING CURRENT AND LONG-TERM FINANCIAL ISSUES FACING <br />LOUISVILLE <br /> <br />Finance Director Watson presented an overview of the revenues, expenditures <br />and forecast for General Fund, Capital Improvements Fund and 5-year Capital <br />Improvements Plan (CIP), Conservation Trust Land Acquisition Fund and Historic <br />Preservation Fund through various charts. <br /> <br />Public Works Director Phare presented information relative to the Capital <br />Projects Budget, which concE~rned the age and conditions of the City streets. <br />The City of Louisville has 1.8 million square yards of streets. The street system <br />is the City's most expensive and valuable asset representing more than1 00 <br />million dollars in value. The City has used a chip seal method for construction <br />however the chip seal does not last as long as asphalt. <br /> <br />City Manager Fleming confirmed there is a significant backlog of city streets <br />which require maintenance. <br /> <br />Mayor Pro Tem Marsella asked how the chip seal is holding up. Public Works <br />Director Phare hoped the chip seal method would last at least ten years. <br />
