1998, at the Rec Cemer, to review the altematives presented by the project engineers, Drexel Barrell. <br />This is a cooperative project with the Urban Drainage District, who originally funded Phase II of the <br />project fifty/fifty with the City. They will be able to contribute an additional $20,000 to the City to <br />help finish the project, if the Council chooses to alter the original plan. These additional funds, <br />however, will be taken from the Urban Drainage funds set aside for the City. The next Louisville <br />project Urban Drainage contributes funds for will be reduced by this amount. The alternatives <br />identified by Drexell Barrell are presented tonight for Council consideration and selection. <br /> <br />CliffBrockman, Drexel Barrell, 4840 (inaudible) Circle, Boulder, Colorado, was available to answer <br />any questions. <br /> <br />Davidson called for public commems. <br /> <br />Dale S ievers, 1385 Caledonia Circle, Louisville, Colorado stated that she understands the importance <br />of this project; however, she hopes that Council will consider how they would feel if this occurred <br />behind their home. She requested that Council lessen the impact of this berm, primarily by moving <br />it closer to the fence lines, lowering it several feet, and decreasing the width. She does not feel that <br />Council would have approved this project if they had realized the true scope of it and that the people <br />in the area had not been contacted. She implored Council to please do something to help the <br />residems in this neighborhood. <br /> <br />Nancy Love, 841 From Street, Louisville, Colorado, stated that although she will be a beneficiary <br />of this project, she would request that Council finish the project because of life safety and the <br />property damage that will occur. She commended Council for their full attendance at the July 15 <br />public meeting. She urged Council to expedite the project and to also consider additional landscaping <br />to soften the situation. <br /> <br />Davidson called for Council questions and commems. <br /> <br />Mayer stated that he feels that this is the most difficult decision he has been faced with as a <br />Councilman and the blackest mark the City has had. He feels the way the City handled it was <br />extremely unfortunate to the residents in the area. He reviewed the notice that Council received on <br />this project and it stated only that a drainage project would occur. He stated that his impression is <br />that this project went ahead because it was the cheapest way to handle the flooding problem. He feels <br />that is unforgivable on the City's part. He also feels that some of the statements being made are not <br />supported by the evidence. In response to Ms. Sievers question on how Council would feel if this <br />had occurred behind their home, Mayer did not feel this would have occurred if it was behind a <br />Councilmember's home and he feels that Council should do all they can to ameliorate what has <br />happened and HE asked to personally apologize to the residents of this area on behalf of the City for <br />the way they were treated. <br /> <br />Howard stated that he was on Council when Lake Park was made a park at a cost of approximately <br />$100,000. The goals were: to address some drainage issues, to make the area useable and tie it in <br /> <br /> <br />
