RESOLUTION #20 SERIES 1990 A RESOLUTION 'l'O ESTABLISH A CI'fIZENS ADVISORY COMMITTEE ON OPEN GOVERNMENT AND ETHICS. Establish a cItizens advisory committee to recommend to the Councll a new ordlnance to replace the current ethics ot-dinance. 'l'he committee would be charged with writing a recommendatIon for an ot-dinance that would: , EstablIsh guidelines and requirements tor pUblic meet- ..L . 1ngs and executive seSS1ons. 2. Establish requirements and gUIdelInes tor council members and/or cIty employees who conduct prlvate business wlth the city or who conduct business vJ:;, th businesses that are associated with the city. 3 . Establish requirements and gUIdelines for potentIal conflicts or interest by council membe t- s and city employees. 4. Establish gm.del ines and restrictions for discussions of city Issues by council members at non-public meet .- Ings. 5. Establish gUldelines and restrictions for discussIons of city lssues by council member at social gatherlngs. 6. Establish guidelines and restrictions for discussions of city 1ssues by council members at seml- publlC social gatherings such as Chamber dlnners. The committee shall be made up of citizens of Louisville who va 1 unteet- for the committee. No other restrictlons sha 11 be placed on committee membership, except, no current member of the council should serve on the committee. Former council membet's are encouraged to serve. The mayor shall appoint the chairper- son of the committee. The city attorney snaIL act as an advisor to the committee.
