<br /> RESOLUTION '16. SERIES 1990 <br /> A RESOLUTION SUPPORTING DESIGNATION OF A PORTION <br /> OF THE NORTH ST. VRAIN CREEK AS A WILD AND SCENIC RIVER <br /> WHEREAS. the Counci 1 of the City of Louisville recognize the <br /> inestimable treasure of scenic and natural resources for which <br /> the citizens of Colorado take great pride; and <br /> WHEREAS. the City Council of Louisville shares the concern <br /> of many Coloradans and other over the continued irretrievable <br /> loss of the State's magnificent natural heritage due to a variety <br /> of pressures; and <br /> WHEREAS. the upper North St. Vrain Creek from the headwaters <br /> on Mt. Alice to the Buttonrock/Ralph Price Reservoir possesses <br /> the outstandingly remarkable scenic, natural, recreational scien- <br /> tific. historic, and ecological values prescribed by the Wild and <br /> Scenic Rivers Act of 1968 for inclusion into the Wild and ScenlC <br /> Rivers System; and <br /> WHEREAS, the North St. Vrain Advisory Committee has dili- <br /> gently labored to develop proposed legislation that addresses the <br /> sohci ted concerns and needs of the public, water resource and <br /> land management agencies, landowners. conservationists, and <br /> others who have interest in the future of the North St. Vrain; <br /> and <br /> WHEREAS, the Committee's proposal effectively accommodates <br /> those concerns, while at the same time protecting the integri ty <br /> and qualities of the upper North st. Vrain that make it eligible <br /> for a Wild and Scenic River designation; and <br /> WHEREAS, City Council of Louisville considers it essential <br /> t ha tall lawful procedures be initiated promptly to preserve unto <br /> present and future generations the unique and irreplaceable <br /> character of the upper North St. Vrain. <br /> NOW, THEREFORE, THE COUNC IL OF THE CITY OF LOUISVILLE. <br /> COLORADO, RESOLVES: <br /> 1. THAT the Congress of the United States forthwith adopt <br /> legislation pursuant to Public Law 90-542, as amended, <br /> designating that portion of the North St. Vrain Creek as <br /> described in the NOrth St. Vrain Advisory Committee proposal <br /> and Act as a Wild and Scenic River. <br /> 2. THAT those specific Sections of the proposal and Act <br /> pertaining to management, water rights and flows, the forma- <br /> tion of a North St. Vrain Advisory Commission, and appropri- <br /> ations be incorporated into the final legislation. <br /> BE IT FURTHER RESOLVED THAT a copy of this Resolution, duly <br /> attested, be forwarded to the Hon.
