411 <br /> 8/18/81 Page -3- <br /> Mayor Caramel. opened the public hearing <br /> and John Rupp, Director of Community <br /> Development showed a map and slides of <br /> the area. The size of the area is approxi- <br /> mately 80 acres, located on South Boulder <br /> Road, north of the mobile home park, west <br /> of Via Appia. The zoning request was for <br /> 22 acres - Agricultural <br /> 27 acres - RL - Residential low density <br /> 31 acres - RM - Residential medium density <br /> The site shows to have some major physical <br /> constraints for development, i.e. severe <br /> grade in the area, low lying drainage areas, <br /> ditches, utility easements and power lines <br /> dividing the property. To the north and <br /> east of the property, the zoning is low <br /> residential - to the west a portion is <br /> undeveloped zoned RL - Vic Caracni's pre- <br /> liminary development is adjacent - and <br /> the north half is zoned agricultural and <br /> deeded to the city for open space. <br /> The zoning requests are compatible with <br /> our comprehensive plan and water and sewer <br /> utilities are available. <br /> Mr. Dennis Drumm of Associated Land Con- <br /> sultants, representing the Hocheders had <br /> worked closely with staff and had presented <br /> a copy of his letter to each council member. <br /> Among pertinent points of the annexation <br /> agreement were - the zoning pattern being <br /> compatible with the adjacent area - <br /> the open space and school site is approriately <br /> placed - acess is suitable to the site - the <br /> PUD assures further City review for improve- <br /> ment location i.e. buildings, access , <br /> landscaping and screening, open space, density, <br /> and general character of the development. <br /> Total number of units - 390; overall density <br /> 4.8 dwelling units per acre. <br /> The Planning Commission recommended approval <br /> of the annexation and zoning. <br /> Councilmen Meier and DelPizzo expressed their <br /> concern regarding the density - since some <br /> of the land was undevelopable. <br /> Director Rupp advised when the PUD plan <br /> is presented Council would have another <br /> opportunity to review this. <br />
