411
8/18/81 Page -3-
Mayor Caramel. opened the public hearing
and John Rupp, Director of Community
Development showed a map and slides of
the area. The size of the area is approxi-
mately 80 acres, located on South Boulder
Road, north of the mobile home park, west
of Via Appia. The zoning request was for
22 acres - Agricultural
27 acres - RL - Residential low density
31 acres - RM - Residential medium density
The site shows to have some major physical
constraints for development, i.e. severe
grade in the area, low lying drainage areas,
ditches, utility easements and power lines
dividing the property. To the north and
east of the property, the zoning is low
residential - to the west a portion is
undeveloped zoned RL - Vic Caracni's pre-
liminary development is adjacent - and
the north half is zoned agricultural and
deeded to the city for open space.
The zoning requests are compatible with
our comprehensive plan and water and sewer
utilities are available.
Mr. Dennis Drumm of Associated Land Con-
sultants, representing the Hocheders had
worked closely with staff and had presented
a copy of his letter to each council member.
Among pertinent points of the annexation
agreement were - the zoning pattern being
compatible with the adjacent area -
the open space and school site is approriately
placed - acess is suitable to the site - the
PUD assures further City review for improve-
ment location i.e. buildings, access ,
landscaping and screening, open space, density,
and general character of the development.
Total number of units - 390; overall density
4.8 dwelling units per acre.
The Planning Commission recommended approval
of the annexation and zoning.
Councilmen Meier and DelPizzo expressed their
concern regarding the density - since some
of the land was undevelopable.
Director Rupp advised when the PUD plan
is presented Council would have another
opportunity to review this.
