It
was his feeling that council and the City
of Louisville owed him the same right as
that of the Centennial Valley Mall - a
vote of the people. He stated his appli-
cation for annexation had been presented
in May, 1981 and he had spent a lot of money
on this request. At the public hearings.
only Mike Cussen had spoken against the
annexation. Three generations of his family
have attended church, school, participated
in recreational activities, and shopped in
the City of Louisville. He also represented
the City on the Boulder County Fair Board
for many years and because of these strong
ties with the City felt his property should
be annexed. His property was served by the
Louisville Fire Diwtrict and there was no
immediate need for city utilities - water
and sewer. An easement through his property
had been awarded the Town of Superior for
the sewer line if his annexation is approved;
if not the easment must be purchased. He
stated he went with representatives of the City
to the State relative to the sewer service-
for Louisville and Superior. Another asset
he had offered the City was one share of
Coal Creek water worth $50,000. He remarked
the City of Louisville was the only city
that required a 1500' buffer zone and he
wus willing to sell it to them, but felt
it would be condemnation without compensation.
He remarked that no mention was made from
council members regarding 1 1/3 acres taken
from the buffer zone for the interchange.
Again his request was for a vote of the
people on his annexation.
MARCIA HUGHES Reminded council members that Mr. Biella's
annexation had been approved by a majority
vote on December 15, 1981 - the personnel
•T
