•[ _ ..s ,,,';}.`-? • s is
5/18/82 Page -16-
Councilman Cussen Commented to pick up on Councilman Leary's
key words, he too felt it would be a dis-
service to the public by not raising these
rates. Being a new Counci]member andhng
made aware of these kinds of needs,
was a long laborious process scra&iin$'thru
various budgets and reviewing proposals
to cover our operations and maintenance
costs, those desired versus absolute
necessities, he felt the proposal submitted
was the absolute necessity one. Deletions
could be made if the water pressure on the
hill was not addressed or the problems at
the Eldorado Treatment plant, as well as
the facility that was built in 1934. The
desired figure projected a 77% increase,
so Council requested staff to submit other
proposals. He too referred to the many items
being purchased on leases stating all city
residents are paying for these items and
felt these things should be budgeted in
the correct category to eventually be able
to purchase equipment in lieu of leasing.
because of lack of funds from the various
departments. He also felt Council had to
be prudent when the 1983 budget is finalized,
and they would have to delete expenditures.
Cussen was sympathetic to the concerns ex-
pressed through the public hearing and real-
ized there would be hardships. A study
was run through the computer of various
councilmembers , high users. senior citizens
and low users on water consumption relative
to costs. This study made him more aware
of his own water consumption and found by
watering differently he could still maintain
green trees. shrubs, and lawn while conserv-
ing water. Even though the increase was
unpopular. he felt it was badly needed.
Councilwoman Morris Referred to the information sheet - agreed
that perhaps it could have contained more
information, but wished to comment this was
the first time as a citizen of Louisville she
had ever received anything like it at her
door and really appreciated the effort.
She viewed the public hearing as being twofold;
one to get input from the citizens; and
secondly the opportunity for Council to give
information. It was her thought )4r. Woodbury
deserved to know exactly where the Eldorado
Springs diversion facility is located, and
it was difficult for him to judge
