7/5/84 Page -4- thought that Mr. Marl had done a lot of good things as City Administrator in the past 11% years and overall is a vary capable man. However, being a City Manager is a perilous job. You are at the top and you essentially get credit when things are going right, and when things aren'.t going right you get the blame. He felt that this immediate issue of the water is not that Council is pointing a finger at Leon lhirl and saying it is his fault. At the same time it does relate to some philo- sophical issues of growth and where the City is going. He thought that in the past Leon' s philosophies have taken a major role in shaping where the City went. The things that Mr. Del Pizzo had on the list, Mr. Leary agreed, there were a lot of good things on it and he would think that Mr. Wurl had a major part in doing them. However, at this time, Mr. Leary thought it is past philosophies that have created our problem and his association with those philosophies has created a credibility gap on the part of City government, and he was thankful that he was handling this matter -in the professional way that he is. Councilman Cussen Commented that he did not wish to be redundant, be he too wished to reaffirm that Council was not out to witch hunt or hang Leon wurl. But as a Council they are trying to say that we have a problem or crisis facing the City. It is going to take all of us pulling and work- ing together to solve the problem; and Leon recognizes that. Right now the public has the impression that City government is not in charge; those in City Hall are not in charge or that were not sure which way we are going. We are trying to assess the situation as soon as possible and he thought that Leon had, in many ways as shown on Mr. DelPizzo's list, contributed greatly to the government of this City. Mr. Cussen thought it was conendable and recognising that there is a creditability problem, Mr. hurl is willing to step aside to allow Council to bring in another Administrator to hopefully re-establish the trust relationship with the public and it is therefore out of those reasons that he will accept his resignation.
