7/5/84 Page -4- <br /> thought that Mr. Marl had done a lot of good <br /> things as City Administrator in the past 11% <br /> years and overall is a vary capable man. <br /> However, being a City Manager is a perilous <br /> job. You are at the top and you essentially <br /> get credit when things are going right, and <br /> when things aren'.t going right you get the <br /> blame. He felt that this immediate issue of <br /> the water is not that Council is pointing a <br /> finger at Leon lhirl and saying it is his fault. <br /> At the same time it does relate to some philo- <br /> sophical issues of growth and where the City <br /> is going. He thought that in the past Leon' s <br /> philosophies have taken a major role in shaping <br /> where the City went. The things that Mr. Del <br /> Pizzo had on the list, Mr. Leary agreed, <br /> there were a lot of good things on it and he <br /> would think that Mr. Wurl had a major part in <br /> doing them. However, at this time, Mr. Leary <br /> thought it is past philosophies that have <br /> created our problem and his association with <br /> those philosophies has created a credibility <br /> gap on the part of City government, and he <br /> was thankful that he was handling this matter <br /> -in the professional way that he is. <br /> Councilman Cussen Commented that he did not wish to be redundant, <br /> be he too wished to reaffirm that Council was <br /> not out to witch hunt or hang Leon wurl. But <br /> as a Council they are trying to say that we <br /> have a problem or crisis facing the City. <br /> It is going to take all of us pulling and work- <br /> ing together to solve the problem; and Leon <br /> recognizes that. Right now the public has <br /> the impression that City government is not <br /> in charge; those in City Hall are not in <br /> charge or that were not sure which way we <br /> are going. We are trying to assess the <br /> situation as soon as possible and he thought <br /> that Leon had, in many ways as shown on Mr. <br /> DelPizzo's list, contributed greatly to the <br /> government of this City. Mr. Cussen thought <br /> it was conendable and recognising that there <br /> is a creditability problem, Mr. hurl is willing <br /> to step aside to allow Council to bring in <br /> another Administrator to hopefully re-establish <br /> the trust relationship with the public and <br /> it is therefore out of those reasons that he <br /> will accept his resignation. <br />
