410 410
7/19/84 Page -7-
adaptable to a 4WD once they get on line.
The schedule was to be August 1st and
have water by June 1, 1985. He referred
to the chart that was provided Council and
stated they would be working with Louisville
Associates on a parallel status with the City.
They will bring their project team with the
members of the Engineering staff of the City,
and a contractor to make this work as a team.
It is their plan to have the operators of
the utilities work with them on the first de-
sign before they present it to the City. To
expedite the process they will go through the
state review. Mr. Smades stated that they
could save about 2 months time through the
proposal, bid stages, and the necessary legal-
ities that the City would have to go through.
There will be 2 teams - the design team and
the construction team. They had talked with
the contractors or would speak with those
who would be agreeable with the City, to meet
the schedule. The State reviews would take
place during the construction process. He
depicted on a wall map the location of the
2M DG site then would increase this to the
4MDG site. Mr. Smades stated this technique
was the latest one used all over the world
Schedule for water treatment. The schedule was to
start August 1st with the team members and
the design program - start the final plant
design in September and have it done in
December. Construction will begin in December
putting in roads and starting some of the
concrete work. The cost that they were com-
fortable with was presented to Council in
their packet. He reiterated that it had
to be team work or the schedule would not
be met. That it why they were asking for
City staff to have input as far as operation,
so the City will have its plans sat for opera-
tion, manpower increases and scheduling for
next summer.
In reply to Mayor Meier's question, Mr. Smades
stated that they have not done a 2HGGD treat-
.
sent plant on a fast track; however stated
that they witl have a person from Phonenix
on their fast track team, who will do the
instrumentation controls, and electrical work.
He has just finished a 240 MCD treatment plant
in ten months at the Union Hills Plant in
Phoenix. The only element they have to fear
is the weather.
