They will bring their project team with the members of the Engineering staff of the City, and a contractor to make this work as a team. Mr. Smades stated that they could save about 2 months time through the proposal, bid stages, and the necessary legal- ities that the City would have to go through. He has just finished a 240 MCD treatment plant in ten months at the Union Hills Plant in Phoenix. The only element they have to fear is the weather.
