• <br /> W-470 STUDY A slide presentation was made by Tom McCarty from <br /> Jefferson County describing the scope of the W-470 <br /> project. Morris expressed her concerns with the <br /> presentation in that it indicates support from All <br /> Boulder County Commissioners and that is an <br /> inaccurate assumption. Morris also asked for a <br /> cost breakdown for each Boulder County entity <br /> choosing to participate in the study. Phase I of <br /> the study would coat the City of Louisville <br /> $1 ,229. <br /> Council related problems with the current study <br /> design in that it is currently a planning effort <br /> for a highway, not a study for a highway. The <br /> slide presentation is perceived by Council as <br /> promotion for a highway, not a promotion for a <br /> study. Assumptions are suggested in the <br /> presentation that are in fact to be part of the <br /> fact finding study. <br /> A list of possible additions/codifications to the <br /> W-470 Corridor Study was summarized in a letter <br /> from Josie Heath, County Cossissioner . Council <br /> was asked to priortize the items and the outcome <br /> was the following: <br /> 1. Analyze benefits and impacts to each County <br /> and each community and include environmental, <br /> social and economic factors including the effect <br /> on land already projected and zoned for <br /> development in the communities. <br /> 2. Identify alternative highway systems to <br /> determine whether these improvements solve traffic <br /> problems associated with projected land uses in <br /> 2000 and 2010. <br /> 3. Conduct additional investigation of the role <br /> of transit in determining the need for a beltway. <br /> 4. Identify beltway alignment(s) in Phase I. <br /> Test at least two alignments - one inside Boulder <br /> County and one outside Boulder County and consider <br /> environmental factors. <br /> 5. Investigate whether projected Year 2000 land <br /> uses result in significant traffic problems <br /> without a beltway. <br /> 6. Investigate how each land use/transportation <br /> scenario will impact air quality. <br /> 7 . Investigate the economic and other impacts of <br /> beltway on other communities in the metropolitan <br /> area. <br /> 2 <br />
