Szymanski stated that <br /> this brochure is beneficial to the citizens of this City and supports the <br /> funds request of $250. Molar agreed but was concerned that this year's <br /> budget has had many demands. Mobr would support the request if the funds <br /> could be allocated from the 1907 Budget. Mu ndley explained that the amount <br /> requested would need to cone from the Discretionary Funds. Nick explained <br /> that the brochure is being printed immediately following the Daweadr <br /> election and the money would have to be paid up front. <br /> Szymanski moved that the City allocate $250 out of Discretionary 'undo to <br /> support the publishing of the League's brochure. Publication and notice of <br /> public hearing were established. <br /> Tom Morris, initiator of the ordinance, recapped same of the major points <br /> that he presented to Council on first reading. Those remarks included <br /> medical evidence of the hazards of smoking including "'passive smoking° <br /> hazards to non-smokers. Morris feels that the ordinance is "reasonable° <br /> and •fair" inasmuch as restaurant owners would be able to use existing <br /> physical barriers and post signs. Morriss "It is easy to implement, it is <br /> enforceable and it would be popular. I think we should vote for it.' <br /> Morris further stated that for the record that during the first reading, <br /> the Chamber Director, Mr. Milken, indicated that the wording in this ordi- <br /> nance seemed to be more restrictive than similar ordinance adopted by other <br /> communities. Morris stated that this ordinance was modeled after the <br /> Boulder and Pt. Collins ordinances and in fact, is nearly identical, except <br /> whore the minimum seating capacity of 23 is outlined in this proposed <br /> ordinance. It is also different in that there is no provision for smoking <br /> in the work place. <br /> Morris, in response to why the petitioners did not approach the restaurant <br /> owners for their opinion, stated that he regrets that there has been dis- <br /> cussion conorrning this but •we shoulda t be diverting the attention on <br /> this issue away from the fact that we are talking about people's health - <br /> snaking is hazardous. As for businesses being upset. I apologise. I feel <br /> bad that they feel bad, however, when you get right down to it, it basn't <br /> happened any l. Morrie also asked that Council <br /> give ordinance fair chews before considering <br /> any amendments.
