B.I:::'.~O ~IU", Director Hovorka moved that the following Resolution be adopted: BEFORE THE BOARD OF DIRECTORS W-470 HIGHWAY AUTHORITY RESOLUTION NO_ 88-12 RE: A RESOLUTION TO PROVIDE THE BASIS FOR THE FUNDING OF THE W-470 HIGHWAY WHEREAS, the W-470 Public Highway Authority Board of Direc- tors desires to pursue the construction. of W-470 ,through the fastest means possible; and WHEREAS, a $10 Vehicle Registration Fee levied; upon approval of the electorate in the Public Highway Authority voting dis- trict boundary, tied to developer impact fees within the boundary of the W-470 Public Highway Authority corridor and tolls, comprise the first stage of the W-470 finance and con- struction plan and allow the construction of W-470 over a pe- riod of time; and WHEREAS, a cooperative approach with E-470 for joint financ- ing and construction accelerates both projects and needs to be pursued actively by the staff and consultants; and WHEREAS, a joint and cooperative approach amongst the E-470 and W-470 Public Highway Authorities, the Colorado Highway Commission, and the Federal Highway Administration to permit the financing and construction of the entire Beltway as a Tollroad accelerates financing and construction of E-470, W-470, and the expansion of C-470, and as such the concept needs to be pursued actively by the staff and consultants; and WHEREAS, additional revenue sou=ces can accelerate all projects comprising the Beltway and can serve other transpor- tation facilities in the metro area as well, the staff is di- rected to actively pursue working with the Governor's Metro- politan Roundtable, the Legislature's Highway Legislative Review Committee, Denver Regional Council of Governments' Transportation Finance Task Force, and the General Assembly on possible additional revenue sources. - _._~ .--..--....---- - - - --- .-.. - - ..- ~. -. .. -.-.- ~ - .-.-. -- ..-....-----.--....- --_.-.. .. . ..- .- - - ---- -.
