..,.
to undertake this project tying together
plant capacity, service area, growth
rate, and anticipated time to when the
next phase of capacity will be needed
was presented at this time. Once
negotiated the contract will be brought
back for Council's ratification. staff
is asking for authorization to award the
contract to RMC in the amount of
$632,269.00
Howard: stated that RMC was much lower than the
other two bids, what are we missing?
Phare: The numbers that you see here have
nothing to do the plant construction
itself or operation and maintenance
projections. These are just engineering
fees. We did discuss with RMC their
proposal and in looking at their
proposal they assumed a different
duration on the construction period
which had some impact on their projected
cost for project inspections. A good
portion of the difference was in their
design time. They assured us that they
have covered all the bases.
Howard: Are you convinced that the level of the
plant we are going to be getting is
going to be at the same level of
technology?
Phare: We would be receiving the technology
that would not be immediately out dated,
that would affordable, and would be
consistent with the management scenario
that we envision for this plant.
Davidson: Felt the staff had done a great job on
this. All felt that all three of the
firms were well qualified for this job.
One of the reasons that we did pick RMC
is because they are familiar with
Louisville. However, that does not mean
that he agreed with the committee on its
selection and would have preferred
another firm.
Mayor Fauson: Stated that the committee did visit many
sites. After visiting these sites we
went back and asked many questions
before we brought this proposal to
council. All three are excellent
firms.
16
