--'.
do so at least before second reading. I would be happy
to put my comments in writing and have them available
prior to the Council meeting so that those who have
worked so hard on the ordinance would know what
those comments are.
Sackett: The work put into this document is substantial and I
appreciate it. I do, however, find myself in the
unpopular position of having to say that I am just not
satisfied with it. I want very much for us to have a
document that gives the citizens of Louisville some
assurances that there is a legal standard for ethical
behavior. I spent quite a bit of time on this document
and most of the comments I made were not
incorporated and comments that I made were sincere
and were given in an attempt to improve the document
so that it would be fair and that it would apply to all
citizens of Louisville equally. Because they weren't
accepted, I think that it is my job as a representative in
Louisville to take the stand that either one of two things
happen: one is that I will vote against it; or, two, I'd be
willing to have my comments included in the ordinance
as an amendment. I did pass those comments to other
Council people, I'm not sure whether Marie had
received them. Marie, you may want to read those
before you feel comfortable adding those as an
amendment, in which case, I'd ask you to not vote in
favor of this tonight so you would have a chance to look
those over and think about it.
Szymanski: You're right, John, I haven't received it and I have no
knowledge of it.
Fauson: What we want to do here tonight, Council, is set this
out for public hearing and then hear those comments
and questions at that time. If I am not mistaken we
could adopt it with or without amendments, however
Council feels at that time.
Sackett: The changes are substantial enough that I can't in good
conscience amend it at the last minute. I feel I need to
suggest that we not approve it tonight, that we put it on
the agenda at the next meeting amending it to
incorporate the comments that I put in writing and then
11
