CALL TO ORDER: Arno Laesecke called the meeting to order at 6:35pm (18:35 MDT). <br /> <br />II. ROLL CALL: Members present (in bold): Robin Cooley, Mary Ann Heaney, Annie Hughes, Ryan Hughes, <br />Andy Johnson, Arno Laesecke, Mark Persichetti; Staff Liaison Tom Phare, City Council Liaison Dave <br />Clabots; Visitor Mr. David Greenwald, Transition Louisville. <br /> <br />III. APPROVAL OF CURRENT MEETING'S AGENDA: The agenda was approved as-is. Hand-outs of <br />members' goals were provided by Annie, Arno, and Robin, for review and discussion during Item VI (below). <br /> <br />IV. APPROVAL OF PAST MONTH'S MEETING MINUTES: The May-2010 were approved as-is. <br /> <br />V. PUBLIC COMMENTS NOT ON THE AGENDA: None <br /> <br />VI. DISCUSSION OF ACTIONS FOR ESTABLISHED GOALS: <br />Mark discussed his proposed action plan for a continuation of the 2008 & 2009 LED Holiday Lights exchange <br />program. Any program is dependent on the availability of County grant funds again, from their Energy-Efficient <br />Lighting program. Several members expressed interest in changing the focus of any 2010 program from just <br />holiday lighting, to covering more efficient types of regular lighting. Mark will check with the program director <br />and report back later. <br /> <br />Mark also discussed his proposed action plan for dealing with the issue of single-use plastic bags. Members <br />discussed options, such as bans, fees for merchant-provided bags, merchant-run programs, city-county-state <br />programs. Members recommended that Mark check on the processes followed in cities that have implemented <br />bag-reduction/bag-ban programs, such as San Francisco, Portland, Seattle, and Telluride. Mark will report back <br />on his findings and on Lafayette's actions to-date on the same issue. <br /> <br />Andy presented his proposed action plan for implementing a voluntary, above-code green-building program. His <br />proposal is to have city staff & LSAB set up round-table discussions with residents, local architects, contractors, <br />engineers, and other city boards, to define and design the best program for Louisville. To help begin the <br />process, Andy noted that city staff had submitted an application for grant funds from the Governors Energy <br />Office (GEO) for education/training, but no decision on it has been announced yet. Andy noted he's also <br />participating in discussions for a Southwest Energy Efficiency Project (SWEEP), to establish a regional green <br />building program, using Energy-Star criteria as their model. Andy will report back on the grant application, and <br />other funding options that may become available. <br /> <br />Andy also reported on Boulder County's upcoming Solar & Green-Home Tour, scheduled for September 26th, <br />sponsored by the Center for Resource Conservation (CRC) and Transition Louisville. Andy proposed that LSAB <br />provide in-kind support/sponsorship, with our members working as volunteers during the event. Our <br />participation could help promote the principles of green building and support for a green-build program in <br />Louisville, and establish relationships with the two primary sponsors. Andy noted he's a member of Transition <br />Louisville, and Dave Clabots noted he has also attended some of their meetings. Andy and visitor David <br />Greenwald were asked if Transition Louisville has any goals that may be problematical for Louisville's local <br />government. David noted T -L's primary goal is "working together for a sustainable future". Nobody specified <br />any potential problems with LSAB participation. Andy was asked if he'd receive any financial gain if LSAB <br />provides in-kind support; he stated he will not.
