Modifying the downtown parking regulations to permit a reduction in <br />the parking requirement of up to 25% where shared parking is <br />used. This would also require the completion of a parking study to <br />demonstrate the feasibility of shared parking where it is proposed, <br />and the recordation of an agreement to document shared parking <br />arrangements. <br /> <br /> The recommendations were taken to City Council on May 18, 2010. <br /> <br /> City Council directed Planning Staff to proceed with the development of an <br />ordinance amending certain sections of the Louisville Municipal Code for <br />Planning Commission action and then to be forwarded to City Council for <br />approval. <br /> <br /> Planning staff recommends the following two amendments: <br />i. Increase the cap on development of the westerly portion of <br />downtown from 354,000 SF to 475,000 SF (excluding City owned <br />buildings). <br />ii. Reduce the downtown parking requirement from 1 space per 400 <br />SF of development to 1 space per 500 SF of development for all <br />uses except for residential and adopt specific residential parking <br />requirements for the downtown area. <br />Russ continued with a discussion of the Parking Action Plan that is planned to <br />start in late July. <br /> <br /> A Parking Action Plan will be a staff lead initiative designed to address the <br />short-term needs of higher utilization of off-street parking and longer-term <br />strategies aimed at resource management and creating an integrated <br />parking and public realm improvement plan. <br /> <br /> The Parking Action Plan will evaluate and recommend: <br />i. Demand management techniques <br />ii. Extending the reach of the pedestrian <br />iii. On-street supply <br />iv. Off-street supply <br />v. Implementation <br /> <br /> The work plan incorporates an interactive community outreach effort over <br />a five (5) month period with two community events, including a walking <br />audit / community design session, and priority workshops. <br />Staff recommends approval of Resolution No. 13, Series 2010, a resolution <br />recommending approval of amendments to sections 17.12.060 and 17.20.025 of <br />the Louisville Municipal Code. <br />Commission Questions of Staff: <br />Loo requested a definition for ‘way-finding’. <br />Russ explained it is the use of directional signs which helps to manage parking <br />and to identify available parking locations. <br /> <br />
