<br /> fP5J@[%&Ll <br /> PAGE TWO <br />SUBJECT: Winston and Associates - Contract for Professional Services/Scope of Work <br />DATE: September 19, 2006 <br />The other dynamic component of this project wjll be the data analysis that is attributed to the modeling <br />componcI1L The consultant will be using a data analysis program known as Comll1unityViz that will be <br />used to determine population, economic benefits and traffic impacts, etc. based on 'vvhatever alternative is <br />shown, The Planning Staff feels that by having the data analysis component the boards and commissions <br />\\ill be able: to see the irnmcdiate benefit / impact certain development wil~ have ill the City of Louisville. <br />In response to the RFP, five firms responded \-vith proposals and three were intervie\ved by an interview <br />pand in early September. The three consulting fimls which responded were Winston and Associates <br />1'1'0111 Boulder, Donley and Associates out of Colorado Springs, and Tcrracognito out of Nederland. All <br />three nrll1s cHmein at around $20,000 to complete the project. <br />The interview process focused all the understanding of the scope of services, public facilitation, and <br />prevIOUs experience in projects and towns similar to Louisville, With respect to all three arcas, the <br />illkrvicw panel \vas unanimous in their selection of Winston and Associates. Winston and Associates <br />and Ihe City have slIccessfully negotiated a contract for professional services and a scope ofYl/ork. The <br />Winston and Associates team would be lead by Jeffrey Winston, Principal in Charge, with Chase Mullen <br />as the Project Manager. Winston and Associates will be using two sub-consultants to assist in the <br />project: Bill Fox of Fox Higgins Transportation Group will be used for the transportation cornponellt of <br />lhe project and Steve Mullen, of Foresee Consulting, 'will be used for the data analysis portion of the <br />project. <br />Staff' has attached a copy of the scope of work for City Council's review. You will note the slal1 date <br />established in the scope of work has already been surpassed. However, it has been determined that this <br />project will take bet\veen 6 and 8 weeks to complete. Once this project is complete, then StalTwill bring <br />the draft l--lighwa:y 42 Mixed Use Zoning and Design Guidelines back for review. <br />One thing to take note of in the scope of work is the consultant will be facilitating one or two joint <br />mCdings with City Council, Planning Commission and the Louisville Revitalization Committee \vhile <br />Lhey create thc modeling project. The consultant has had positive experience in facilitating workshops <br />like: this \vhcn creating sllch a project. They believe it is more efficient to have all of the voting factions <br />in the same room together so that all of the visions can be heard and addressed in a C0111l11on meeting <br />space. <br />RECOMMENDATION: Staff would request that City Council adopt a motion approving <br />the professional services contract and scope of services for Winston and Associates, <br />and authorize the Mayor to sign the contract. <br />
