Open Space Advisory Board <br />Minutes <br />December 13, 2023 <br />Page 4 of 5 <br />decision about a parcel quickly, it is effectively making a passive decision to not <br />purchase it, which is frustrating. <br />The board switched gears into discussing the D-1 property on Empire Rd. Charles <br />thought OSAB needed to send Council a memo about the property. Laura asked if it <br />would be a memo of direct advocacy for the land to be purchased or simply to point <br />Council to the evaluation document, since the D properties tended to have medium <br />priorities for the board. Charles asked if the Lafayette Advisory Board had been notified <br />that this land was for sale, since they would have a vested interest in its conservation. <br />David said that to his knowledge, they had not been contacted. Helen suggested it <br />should be a memo of executive summary giving Council the context of the board's <br />previous research and discussion. Michiko thought that partnership with Lafayette and <br />Boulder County would be an optimal outcome. Helen asked if the memo the board is <br />writing could also go to Lafayette and the County, and Ember thought it could. <br />Jessamine suggested including that the adjacent Aquarius Open Space is a jointly <br />owned property and explaining what that means, since there are several new Council <br />members. The board liked the idea of a quick memo that pointed Council to OSAB's <br />evaluation document. Helen and Susan agreed to work on it. <br />Laura was frustrated that David and Helen had to be the ones to call this property to the <br />attention of the city. David agreed that he would also like to see the City take a more <br />proactive process, suggesting the city enter into right -of -first -refusal agreements with <br />landowners for the highest priority parcels. Jessamine thinks there needs to be an <br />understanding of the current deed -restrictions and land agreements on the high priority <br />parcels, to make sure their conservation goals are being met. Helen recommended a <br />repeat of the land acquisition process panel of experts that OSAB held 5-6 years ago, <br />inviting Council and key staff members to attend to learn about process and funding <br />advice. Jessamine volunteered to spearhead this effort. Laura specifically liked the idea <br />of trying to include City Council members in this panel. <br />9. Discussion Items: Finalize 2023 OSAB Accomplishments. Presented by <br />David Blankinship, OSAB Chair <br />The lead persons went through the status of each Specific Action of their Goal Areas. <br />David updated the Goals spreadsheet, which will be included in the meeting minutes. <br />10. Discussion Items: Develop OSAB Recommendations for Open Space Budget <br />Priorities. Presented by David Blankinship, OSAB Chair <br />David asked the board to consider the Open Space Budget Priorities Planning <br />Worksheet document. Jeff, Adam, David, Helen, and Ember all explained the document <br />and the budgeting process. Then the board offered a few general observations and <br />recommendations. <br />Susan recommended increasing restoration projects and creating a few high priority <br />projects that citizens can see as wins after the passage of 2C. <br />Laura noted that all wayfinding projects have been done under the operations budget, so <br />she would like to see increasing signs and wayfinding listed in this operation document, <br />
