He also requested that Markel have the traffic and fiscal representative <br />present at the next hearing. <br /> <br />Pritchard moved and McA vinew seconded a motion to continue the public hearing to the April <br />20, 2006 meeting. Motion passed by voice vote. <br /> <br />~ Resolution No. 09, Series 2006, Lowe's Home Improvement; An application to <br /> <br />amend the final planned unit development (PUD) plan to add a 24 to 32-foot wide <br /> <br />and 450-foot long drive aisle on the west side of the existing building. The proposed <br /> <br />site plan modifications would also require modifications to site grading, drainage and <br /> <br />landscaping. 1171 Dillon Road; Lot 5, Centennial Valley, Parcel L, Filing No.1. <br /> <br />Case #06-003-FP. (Continued from March 9.) <br /> <br />. Applicant and Representative: APD Engineering, Chris Kambar <br />. Owner: Lowe's HIW, Inc., Derek Kilby <br />. Case Manager: Ken Johnstone, Principal Planner <br /> <br />Public Notice Certification: <br />Wood stated that the hearing was continued from the March 9,2006 meeting and required no <br />new notice but was posted on the web site and in City Hall, the Louisville Public Library, the <br />Recreation Center and the Courts and Police Department Building. <br /> <br />Conflict ofInterest and Disclosure: None heard. <br /> <br />Staff Report of Facts and Issues: <br />Wood distributed a revised Resolution NO.9. He continued with the following discussion points: <br />. Continued from the March 9, 2006 meeting to give the applicant an opportunity to revise <br />the proposal to include the addition of a screen wall along the west side of the proposed <br />new service drive at the rear of the building. <br />. Revised plans were submitted which include a screen wall constructed of concrete <br />masonry units (CMU), which is intended to match the materials and colors used on the <br />existing building. <br />. The proposed wall is 8 feet tall and is composed of three different colors of textured <br />CMU. It also includes pilasters spaced 20 feet on center the full length of the wall. Each <br />pilaster is 1'4" wide and project out from the mail wall plane. They are also slightly <br />higher than the main wall. <br />Wood recommended approval with the six conditions as detailed in the revised Resolution No.9, <br />Series 2006. <br /> <br />Commission Questions of Staff: <br />Loo requested clarification for the spacing of the pilasters. <br /> <br />Wood discussed that the proposed change would break-up the massing / bulk of the wall. <br /> <br />Lipton asked if the property owner (Koebel) to the west supports the site change to Lowe's. <br /> <br />Wood stated that the revised resolution is a result of discussions with Koebel. <br /> <br />Applicant Presentation: <br />Chris Kambar, 3445 Winton Place, Rochester, NY, with APD Engineering reviewed the changes <br />to the plans since the March meeting. He explained the additional cost to the company to build <br />the wall with the offset sections. He also discussed the landscaping changes and stated that it is <br />
