February 24, 2004 Study Session <br /> <br /> <br />Council felt that educating the community about the proposed ordinance is important. Alicia <br />Mahoney replied that the Commission intends to inform any and all who might even remotely be <br />affected. It was suggested that the Historic Preservation Commission prepare a plan for education, <br />to include the Chamber, DBA, Historic Society, newspaper articles, guest editorials, etc., and <br />present the plan to City Council at a future study session. <br /> <br />Discussion/Direction – Facility Use Policies, Protocol & Procedures <br />Keith Williams explained that the Department of Recreation & Senior Services assumed the <br />responsibility for the City regarding rentals and miscellaneous use for a variety of facilities and <br />amenities within the City. The Department recently conducted a review of the protocol and <br />procedures in place to administer these facilities. There are some facilities where there are not <br />established guidelines and procedures, making it challenging for staff to manage. Facility space is at a <br />premium for groups, the general public, as well as the City. The Department has received over 2,000 <br />rental requests during the first two months of 2004. <br /> <br />Council reviewed the current rental fees and charges for City facilities, as well as a breakdown of the <br />uses for the Louisville Arts Center. It was agreed that no group has entitlement to the Arts Center. <br />Council felt that the Recreation & Senior Services Department should develop criteria for co- <br />sponsoring programs and discontinue use of for-profit businesses offering classes through the Arts <br />Center without charge. <br /> <br />City Manager Items <br />Bill Simmons asked Cindy Lair to provide an update on the Community Park progress. <br /> <br />distributed copies of the Advance Agenda, the City Calendar, and notes from the Mayor’s Town <br />Meeting for Council’s information. <br /> <br />The meeting was adjourned at 10:00 p.m. <br /> <br />Belinda Goebel <br />Administrative Assistant <br /> <br /> <br /> <br /> 2 <br />
