COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: WILLIAM A. SIMMONS <br />CITY MANAGER <br />DATE: February 10, 2004 <br />SUBJECT: Discussion /Direction — Policy for Utility Bill Inserts <br />ORIGINATING DEPARTMENT: City Manager's Office <br />SUMMARY: <br />The City staff has had general guidelines that have been followed in the past when different <br />groups request to be allowed to include information in utility bills. Attached is a summary of <br />inserts that have been included in the past few years. Because we sometimes have gray <br />areas, staff would like to review the guidelines with the City Council, with the recommendation <br />that specific policies be approved by the Council at a regular meeting. The following is a <br />summary of guidelines that have been used, and questions that have come up. <br />Announcements must be for public events with city -wide interest, sponsored by the <br />City, DBA or Chamber; <br />Individual businesses may not be named in the announcements; <br />Space on utility bills and inserts is limited and is granted on a first -come, first -serve <br />basis, with the understanding that City information takes priority, e.g. drought <br />information took priority over a previously scheduled announcement on the utility bill <br />Last year a question came up about whether the Library Foundation should be allowed to solicit <br />donations with a utility bill insert. The question was two -fold, in that the insert was for fund- <br />raising purposes, and the Foundation is not a group appointed or overseen by the City. In the <br />past the donation request has been allowed and staff would like to know if this is a policy the <br />City Council would like to continue or change. This year different groups (the Historical Society <br />and the proposed Aquatics Foundation) have contacted us about fund raising with a utility bill <br />announcement, so this is a question that will cover more than the Library Foundation. <br />RECOMMENDATION: <br />Direction /Discussion <br />SUBJECT AGENDA ITEM <br />Discussion/Direction — Policy for Utility <br />Bill Inserts I <br />HI <br />L. - <br />- <br />
