1) Fiscal. Reform <br />The City supports effective solutions to the State's fiscal crisis. The most critical element <br />of this crisis requires addressing the crippling provisions of the Taxpayer's Bill of Rights <br />(TABOR). The City recognizes that the revenue limitations set forth by TABOR have <br />adversely affected both the state's and local governments' abilities to provide services. <br />Failure to reform these revenue limitations will lead to an even greater reduction in <br />services, affecting the welfare of all Coloradoans. <br />Position: The City supports revisions to TABOR's revenue limitations as a necessary <br />step to toward establishing a long term solution to the fiscal crisis <br />2) Transportation <br />One of the most important infrastructure needs for Louisville is=tansportation. This <br />includes repair or construction of highways, streets and roads, and the :need for alternative <br />modes of transportation. Therefore the City supports°the :following: <br />Position. <br />• Support legislation that increases funding for= traortation with flexibility for all <br />transportation modes. <br />• Oppose use of HUTF for non' Transportation line " tems. <br />• Support fair allocation of resouicesto =ensure the Denver_metro area receives a <br />fair share of transportation dollars. _ <br />• Support legislation that reinforces .collab_orationtbetween state and regional <br />transportation agencies and recognizes respective roles and interests. <br />• Support legislation that ovides opportunity for local government influence on <br />tolling proposals from the CTE as well insures allocation of tolling revenues <br />remain in the Corridor clikectly impacted.`" <br />• Support the princip ath-at regionszshould have the authority to implement <br />regional f n�an'cing to Mincluding the creation of regional transportation <br />r thorities (RT to fund regional transportation solutions. However, any such <br />h gislation should' n `old harmless' provision stating that these revenues <br />would be in addition to, not�in lieu of moneys utilized for roads on the state <br />highway <br />3) Home Rule <br />The City supports maintaining home rule authority. <br />Position: <br />• Support regional cooperation in land use planning <br />Position: Oppose state or federal intervention or mandates in matters of local concern. <br />4) Planning and Land Use <br />The City has a long- standing commitment to managed growth.
