City Council <br /> Special Meeting Minutes <br /> June 22, 2010 <br /> Page 3 of 7 <br /> Councilor Dalton asked if the current assumption provides no new employees. <br /> Finance Director Watson confirmed there are no new employees in the model. <br /> PUBLIC COMMENTS <br /> Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO shared Mayor <br /> Sisk's concern over insurance benefits. He addressed high deductible insurance <br /> coverage and stated health insurance is an expense for anyone who works. <br /> Bruce Becker, 533 Coal Creek Lane, Louisville, CO concurred with Mr. Menaker <br /> and addressed federal mandated health care coverage. <br /> Councilor Muckle arrived at 4:37 p.m. <br /> City Manager Fleming confirmed there was Council consensus to accept the <br /> budget assumptions. <br /> Results of Phone Poll on Use Tax Issues and Discussion /Direction on Use <br /> Tax Ballot Measure <br /> City Manager Fleming briefly outlined the results of the Use Tax telephone poll. <br /> He requested Council discussion and direction on whether staff should prepare <br /> an ordinance to place a use tax question on the November ballot. <br /> Mayor Sisk noted the Use Tax question has failed twice and since a number of <br /> projects were cut from the budget it is now a question for the citizens. <br /> Councilor Sackett noted the City is trying to operate on less. He voiced his belief <br /> a use tax question on the ballot will not be approved by the voters and the <br /> services, which were cut, will not come back. <br /> Councilor Dalton stated the City can make a case for supporting the use tax, but <br /> noted the loss of fireworks has not affected the public. He reported Boulder <br /> Valley School District proposes to put a property tax increase on the ballot this <br /> fall. <br /> Councilor Clabots reported hearing from constituents who want the fireworks, but <br /> think the City should partner with the corporate sector rather than propose a use <br /> tax. He felt in the present economic climate, citizens will not support a use tax. <br /> PUBLIC COMMENTS <br /> Gail Wetrogren, 930 McKinley Avenue, Louisville, CO voiced her belief the use <br /> tax has not been well explained and is not understood by the public. She felt a <br /> lot of work would have to be put into selling the public on a use tax. <br />
