City Council <br /> Meeting Minutes <br /> July 6, 2010 <br /> Page 3 of 12 <br /> Councilor Muckle responded to Mr. Sobel relative to a City Council reply to his filibuster. <br /> He noted he has spent thousands of hours working on Comcast issues and did not <br /> believe he would ever be able to respond to Mr. Sobel's satisfaction. He reported the <br /> consent agenda also includes a $21,000 Historic Preservation Grant, which received <br /> support from numerous surrounding cities. <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming reported on the following: <br /> Formation of an Advisory Group to assist with the Downtown Parking and <br /> Pedestrian Action Plari. He requested one member from the City Council, one <br /> from the LRC, one member from BRaD and two from the DBA. Those interested <br /> should contact Planning Director Russ. <br /> The City received the Government Finance Officer Association (GFOA) <br /> Distinguished Budget Award. He thanked the City Council for their direction and <br /> Finance Director Watson for his work on the City's budget. <br /> REGULAR BUSINESS <br /> RESOLUTION No. 38, SERIES 2010 A RESOLUTION APPROVING A BUSINESS <br /> ASSISTANCE AGREEMENT WITH VESTAS TECHNOLOGY R D AMERICAS, INC. <br /> FOR THE OCCUPANCY OF EXISTING VACANT SPACE IN CENTENNIAL VALLEY <br /> IN THE CITY OF LOUISVILLE <br /> Mayor Sisk requested a Staff presentation. <br /> Economic Development Director explained the Business Assistance Package request is <br /> for Vestas Technology R D Americas, Inc., who proposes to occupy space in the <br /> Centennial Valley under a six year lease. Vestas already has operations in Brighton, <br /> Windsor and Pueblo. They are creating a new division of the company focused on <br /> research and development. This assistance is based upon new primary job creation, <br /> and occupancy of existing vacant space in the City. The assistance will be funded by <br /> permit fees and construction use tax from the tenant finish of the existing space.The <br /> incentives offered to Vestas include the following: Resident pricing for employees at the <br /> City's recreation center, waiver of consumer use tax on tangible goods, and 50% rebate <br /> of use tax on the building permit for tenant finish. <br /> APPLICANT PRESENTATION <br /> Susan Innis, Senior Manager of State Government Relations for Vestas Technology <br /> explained Vestas has invested very heavily in Colorado for their North American wind <br /> turbine manufacturing operations.
