Resource ConservationAdvisory Board <br />Meeting Minutes <br />Wednesday,September 15th, 2010-City Hall,749 Main Street,Council Chambers <br />I.CALL TO ORDER: <br />Anniecalled the meeting to order at 6:31 pm. <br />II.ROLL CALL:Robin Cooley, Mary Ann Heaney, Annie Hughes, <br />Members present(in bold): <br />Arno Laesecke, Mark Persichetti,staff liaison Tom Phare,City Council <br />Andy Johnson, <br />representative Dave Clabots. <br />NOTE:Annie confirmed that Ryan Hughes had resigned. <br />III.APPROVALOF CURRENT MEETING’S AGENDA: <br />The agenda was approved with no <br />changes. <br />IV.APPROVALOF PAST MONTH’S MEETING MINUTES: <br />The Augustminutes were approved <br />with one revision:the addition of the meeting’s adjournmenttime.Anniewill make the change <br />and forward the final minutes to the committee via Kerry. <br />PUBLICCOMMENTS NOT ON THE AGENDA: <br />V. <br />Lisa Friend, 1092 Harper Street, representing the Zero Waste Community,was present to <br />observe themeeting. <br />Peter Stewart, 1132 Jefferson, presented twoissues to the committee: <br />1.He dropped paint off at the Boulder County HazardousWaste facility recently and discovered <br />that Louisville residents are now required to pay a $10 co-pay fee because Louisvillechose <br />not to absorb full cost of the program’s drop-offfees this year. The City pays bulkof fee -$35 <br />–but chose to discontinuepaying the full fee due to budget constraints. As a citizen, Peter felt <br />that this cutback did not reflect well on the cityor the city’sefforts to handle waste properly. <br />(Louisville is the only city in the county that does not pay the full fee.) Discussions led by Tom <br />Phare revealed that approximately 450 trips/year arelogged at the facility for Louisville. That <br />equates to anapproximate $4000 cost for the budget. <br />2.Peter also suggested that the green buildingefforts of the committee, and the city, should <br />focus on existing stock–most of the homes in Louisville are already constructed. Efforts <br />should focus on upgrades andrenovationsto existing homes. Most studies he has seen <br />indicate renovations have lowerenergy costsover years than a new green built home. He’s <br />onthe Historical Societyand suggested that the LSABwork with that board to push <br />remodelingof existing structures –rather than scrape offs and new green homes. Arno said <br />that makes sense now –people are staying in homes rather than moving into new homes. <br />The LSABcan help them remodel. Lisa said Boulder Countydid get a large grant for <br />Mark will contact <br />remodeling. She thinks Susie Strive at county is in charge of this program. <br />Susie and investigate the possibilityof a grant for the LSAB. <br />Both Peter and Lisa were encouraged to participate in future LSAB meetings. <br />VI. FOLLOW-UP DISCUSSION OF TOPICS FROM JUNE MEETING <br />1. LSAB Information for City website <br />Arno describedthe options for posting information on the city’swebsite (the LSABwebpage). <br />There are 3 elements we can provide: <br />1.Acollection of helpful links(first and easiest) <br />2.An “I’m Feeling Lucky” link on the homepage.When clicked,asustainability tip would <br />appear. The information would be changed monthly.
