Economic Vitality Committee <br />Meeting Minutes <br />February 16, 2024 <br />Page 3 of 6 <br />Public Comments: <br />Scott Deborski, Louisville resident noted that Main Street used to be a <br />destination for Louisville residents and others outside of Louisville. He noted <br />that Main Street does not currently have any destinations. He continued that the <br />current proposal seems like it is intended to create more of a park area. He <br />commented that this decision seems to be rushed. Mr. Deborski asked what <br />evaluations have been done that show there will be an increase in sales tax. He <br />also asked about an environmental traffic study and impacts to LaFarge. He <br />referenced a study that was done regarding street closures that shows a <br />negative impact to businesses. <br />Kevin Thete, Louisville resident noted that he supports policy that will helps <br />businesses, but not at the expense of Louisville residents. Mr. Thete also noted <br />that bicycles were a concern during the 2020 and 2021 closure. <br />Michael Menaker, Louisville resident commented that he supports the closure <br />but encourages the City to do anything they can to mitigate impacts to residents <br />on LaFarge. Mr. Menaker also noted that the proposed length of the closure <br />may be too long. He also recommending pursuing an entertainment district on <br />Main Street. <br />Connie Rodman, Louisville resident cautioned about impacts that a closure <br />would have to non -restaurant businesses. <br />Joyce Halbert-Branden, Louisville resident asked who benefits from the closure <br />and whether there would be any impact to the parades that are traditionally held <br />on Main Street. <br />Marco Toscano, Louisville resident noted that there has not been a sufficient <br />traffic study and stated that the City has not properly considered residential <br />impacts. Mr. Toscano concluded by recommending that staff have a meeting <br />with LaFarge residents to discuss their concerns and the impacts. <br />Martina Kuhar, Louisville resident commented that change management <br />requires time to impose changes and encouraged the City to involve the <br />residents as stakeholders. <br />Graham Jackson, Louisville resident voiced concerns over the bus traffic and e- <br />bike traffic that will be forced to LaFarge. He also suggested that marking <br />parking spaces on LaFarge may help with parking and create additional spaces. <br />Mr. Jackson also questioned the length of the closure and recommended <br />shortening it. <br />
