WHEREAS, the City Council finds that it should authorize the closure of certain <br />portions of Main Street to vehicular traffic in order to encourage and allow food and <br />beverage establishments to utilize portions of the City right-of-way for outdoor dining <br />areas, allow the DBA and partner organizations to provide activities and games. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br />Section 1. The City Council hereby authorizes the closure of the following portions <br />of Main Street to vehicular traffic: Walnut Street to Spruce Street, Spruce Street to Pine <br />Street, and Pine Street to Elm Street (the "Designated Blocks"), with the east/west streets <br />remaining open to traffic. The Designated Blocks will provide a dedicated emergency <br />access lane for Police and Fire. <br />Section 2. The City Manager's Office is hereby authorized and directed to <br />implement procedures allowing food and beverage establishments to utilize the City right- <br />of-way within the Designated Blocks for outdoor seating and dining areas. Any such use of <br />the City right-of-way shall be subject to approval by the City Manager's Office and shall be <br />in compliance with applicable State and County public health orders, laws, and regulations. <br />An establishment serving alcohol within such areas shall also obtain approval for a <br />temporary modification of its liquor licensed premises. <br />Section 3. The Designated Blocks shall be closed commencing on April 29, 2024 <br />based on approval of street layouts by the City Manager or her designee and shall remain <br />closed until November 4, 2024. <br />Section 4. City staff is directed to erect signage to detour non-RTD traffic to Front <br />Street during times that Front Street is open to through traffic. <br />PASSED AND ADOPTED this 19t" day of March, 2024. <br />Christopher M.
