The original purpose of a ward meeting was to hear what your constituents were thinking. If staff needs to supply you with "talking points and guidance on key and emerging issues", you are not doing your job as a council member. A ward meeting should be for the constituents --not an opportunity to pontificate on what you or staff think is important. Furthermore, examine the pure economics of what this proposal might cost your constituents: The range of cost for this silliness is S21,300-46.500! ($6000 postcards, $500-1500 staff time, $50-250 snacks; times 2 meetings annually, times 3 wards). This assumes the mayor doesn't also need their meeting standardized which would add another mailer at $18,000 for citywide distribution, not including their staff time and snacks. Seriously, is this town so wealthy, we can afford to waste this money on something you should be able handle on your own as all the councils preceding you have done? For several years, I provided the snacks myself and I did not make anywhere near the salary we are paying you now. Ward 2 meetings were an informal, friendly affair and the very essence of "small town Louisville" at it's best —not a pre -planned agenda delivered from on high.
