L <br />Cityof Planning Commission <br />Louisville Staff Report <br />COLORADO • SINCE 1878 May 9, 2024 <br />ITEM: Comprehensive Plan Discussion <br />STAFF: Jeff Hirt, AICP, Planning Manager <br />Rob Zuccaro, AICP, Community Development Director <br />PURPOSE <br />The purpose of this item is to: <br />1. Provide a Comprehensive Plan ("Plan") update to Planning Commission; <br />2. Share existing conditions reports that will act as a foundation for development of the <br />Comprehensive Plan; <br />3. Share preliminary results from the first window of Comprehensive Plan community <br />engagement; and <br />4. Get Planning Commission feedback on several questions related to development of <br />the Plan's values statements and growth scenarios. <br />The project's consultants (Design Workshop) will facilitate the discussion with Planning <br />Commission on May 9. <br />BACKGROUND <br />The Planning Commission will continue to act as the Plan's advisory group to City <br />Council. The last time the Commission discussed the Plan was on March 14, at which <br />time Commissioners provided initial feedback on Plan focus areas and the 2013 Plan's <br />value statements. <br />Since March 14, the project team has been focused on reaching a wide range of <br />community members during the Plan's first community engagement window. This <br />included an open house on March 21 with over 200 attendees and a Plan survey that <br />was open for one month and received about 2,000 responses. Attachment 2 provides <br />initial results from the Plan's survey. A more detailed engagement report is coming soon <br />with the full results from all of the survey questions and other community engagement. <br />The project webpage also has summaries from discussions with seven City boards and <br />commissions (excluding City Council and Planning Commission) and focus groups <br />during this first engagement window at: https://www.engagelouisvilleco.org/comp-plan. <br />Attachment 1 includes a suite of existing conditions assessments. The purpose of these <br />assessments is generally to develop a foundation of information to build off of for the <br />Plan's next steps. Specifically, the project team will take the information from the <br />community engagement and these assessments and create potential scenarios related <br />to the preferred location of transportation connections, commercial and industrial <br />development, residential development, and areas for preservation. These potential <br />scenarios will be shared with the community as part of the second Plan engagement <br />window.
