• Lowering the qualifying age of the applicant from 65 to 60 years to better align with <br />other senior program eligibility criteria. <br />• Increasing the maximum household income from $25,000 to $40,000. <br />The existing program is administered at the Louisville Recreation and Senior Center. <br />FISCAL IMPACTS: <br />Option #1 - The net fiscal impact of consolidating the two existing programs and <br />expanding Sister Carmen's existing no age restriction, need based Utility Assistance <br />Program by providing additional assistance would result in an estimated cost increase of <br />$3,800 to the City. <br />This is due to an additional $5,000 in funding being recommended, for a total of $10,000 <br />in Sister Carmen Administered Utility Assistance Program funding available, offset by the <br />savings of the cost of the existing City Administered Senior Water Rebate Program. This <br />budget increase would need to be approved by City Council at a future City Council <br />meeting. <br />There would also be an immaterial amount of City administration savings, as Sister <br />Carmen would administer this program as part of the City's current Non -Profit Grant <br />assistance. <br />Option #2 — While Staff cannot precisely estimate future Senior participation in the Water <br />Rebate Program, by adjusting eligibility criteria, we can estimate the impact by utilizing <br />the original household participation levels (50-60 participants) at the proposed increase <br />annual rate, for an estimated annual cost of $7,500 to $9,000. Administration handled by <br />Senior Center and Finance Department staff. <br />RECOMMENDATION: <br />Finance Committee direct Staff to update the utility assistance program, or provide <br />other direction. <br />ATTACHMENTS: <br />1.
