Planning Commission <br />Meeting Minutes <br />December 9, 2010 <br />Page 4 of 9 <br /> <br />Additional parking needs (1.7 additional spaces) will be provided as fee in <br /> <br /> <br />lieu. <br />Property to retain 2 on-site parking spaces. <br /> <br /> <br />Improvements along alley to retain parking and provide trash enclosure. <br /> <br /> <br />Second flood addition will provide sound barrier between use and adjacent <br /> <br /> <br />residences. <br />McCartney reviewed the waiver being requested for signs: <br />Wall sign allowance is 50 SF. <br /> <br /> <br />Applicant is proposing approximately 108 SF of wall sign. <br /> <br /> <br />Marquee projects 5 feet from building façade. Code allows 4 foot <br /> <br /> <br />extension. <br />Wall sign on north side of building. <br /> <br /> <br />McCartney stated staff does not support the north wall sign or the 5 foot marquee <br />projection. <br />McCartney provided the following comments regarding the outcome the Historic <br />Preservation Commission meeting: <br />Public hearing for partial demolition on September 20, 2010. <br /> <br /> <br />Public excited about the project. Some concerned about modifications, <br /> <br /> <br />primarily of cutout on façade. <br />Most felt the façade had not been adequately preserved. <br /> <br /> <br />Approved partial demolition 3-1. “No” vote was based on the cutout of the <br /> <br /> <br />façade. <br />Staff is in support of this request with the following conditions: <br />1) No sign is allowed on the north facing façade of the building. <br />2) The marquee sign shall be limited to a four (4) foot projection from the <br />building. <br />3) Hours of operation for the outdoor patio shall be limited to 12 am. <br />4) Patio lighting should be limited to low wattage down-cast lighting only. <br />5) There will be no dancing or live music permitted in the open deck area. <br />6) The business shall provide sidewalk dining in the appropriate seasons to <br />maintain street level pedestrian activities. <br />Commission Questions of Staff: <br />Sheets stated she had no questions at this time. <br />Brauneis discussed the marquee extension request and the requirement for the <br />exterior tables at street level. <br />Pritchard asked what time does Waterloo close the back patio. <br />McCartney stated they close it at midnight. <br />Pritchard asked why there will be no outdoor music/dancing. <br />McCartney stated the applicant wants to alleviate any concerns regarding <br />excessive noise. <br /> <br />
