Six measures of success have been established in the plan which <br />will be used to determine if a project effectively enhances the downtown <br />pedestrian environment. <br />1. Accessible <br />Projects which ensure the downtown area is capable of being used by <br />people of all ages and mobility levels. <br />2. Comfortable <br />Projects which promote an ease with one's environment; a freedom from <br />vexation or doubt; a feeling of personal safety; and make certain the form <br />and capacity of spaces matches the pattern of behavior. <br />3. Convenient <br />Projects which enhance visual and physical directness and legibility and <br />create a place that has a clear image and is easy to understand. <br />4. Connected <br />Projects which link together multiple routing options to a diversity of <br />activities, resources, services and places. <br />5. Engaging <br />Projects which help to create a visually rich downtown with interrelated <br />parts that provide a sense of contentment and enable formal and informal <br />exchange. <br />6. Vibrant <br />Projects which build a downtown that is pulsating with life, vigor, or <br />activity. <br />Implementation of the Downtown Parking and Pedestrian Action plan will result <br />in 1,030 downtown parking spaces. This total will provide a 13% surplus above <br />the parking necessary to serve downtown at build out (475,000 square feet). The <br />downtown parking supply at build out is summarized by the following table. <br />*Assuming the developer builds 20% of required parking and pays a fee -in -lieu for the remaining parking. <br />
