City Council Water Committee -Draft - Meeting Minutes Friday, October 22, 2010 nd Council Chambers, City Hall, 2 Floor 7:30-9:00 am (Front doors will be unlocked at 7:15 am) I. Call to Order Chairman Robert Muckle called the meeting to order at 7:35 am. II. Roll Call was taken and the following members were present: City Council: Mr. Muckle, Mr. Sisk and Mr. Dalton. Absent: Staff Present: Mr. Fleming, Mr. Mathes, Mr. Phare, and Mr. Watson. III. Approval of Agenda: Agenda approved. IV. Approval of the Minutes: Minutes of October 8, 2010 meeting approved as written. V. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: no public comments VI. Update Water Resources i. Ground Water Issues on West Elm Street - A brief discussion took place on the lining of the ditch. The Ditch Company is willing to work with the City to concrete line a portion of the ditch below Pine Street, but will need to present the information to the Shareholders at the Annual Meeting in December before a decision will be made. ii. C-BT Acquisition in the near future Staff will be presenting a purchase agreement to City Council for the acquisition of additional units of C-BT. VII. Continued Discussions on Utility Enterprise Funding th A review of the materials presented at the October 8 Water Committee was conducted by Mr. Watson and Mr. Mathes. The review was followed by further discussions on the Facility Plan, Capital Improvement Projects (current and beyond 5-yr plan), and Utility Enterprise Funding. A draft Scope of Work for the Facility Plan will be presented for discussion at the next Water Committee meeting.
