Parks & Public Landscaping Advisory Board <br />Minutes <br />June 5, 2024 <br />Page 5 of 8 <br />Rob Zuccaro: PPLAB's role to advise city council on parts of the land development <br />application related to park development and preferred locations for parks and whether it <br />meets our park criteria. <br />• Parks <br />• Trails and trail connection <br />• Infrastructure to improvement relating to parks <br />• Public hearing with public notice about to include public comment <br />• Clarify that this relates to general development plans <br />Tim Stalker, Louisville resident: PPLAB could even recommend that a park not be <br />developed? <br />Tim Stalker, Louisville resident: If a park Is identified, who builds it? The city or the <br />developer? <br />Shannon Mihaly: Does this process apply to Red Tail Ridge and possibly the CU- <br />Boulder purchase of old Cinebarre building? <br />Rob Zuccaro: CU is a state agency, exempt from local zoning standards <br />Tim Stalker: Does the PPLAB vote? <br />Rob Zuccaro: Could vote on a resolution as voice of the board. As a quasi-judicial <br />board will get training from city attorney and staff, restricted from talking to the public <br />about projects outside of public meetings. <br />Cynthia Corne: A gray area relating to Red Tail Ridge project, since a memo from <br />October 2023 seemed to indicate that PPLAB was not quasi-judicial. <br />Rob: (clarified) When a board makes a comment on private development, it becomes a <br />quasi-judicial action. We are proposing a change to the code so that PPLAB will have a <br />formalized quasi-judicial role. Our current bylaws still stand <br />Cynthia Corne: Clarifying question: Is it correct that PPLAB should review GDPs, <br />OSAB should review PUDs? <br />Rob Zuccaro: PPLAB will review any development that includes public street <br />landscaping. <br />Cynthia Corne: Who reviews and provides input on accessibility?? PPLAB does review <br />accessibility within park design? Who reviews sidewalk accessibility? Public Works is <br />establishing new minimum standards on sidewalks <br />Rob Zuccaro: If you are going to make recommendations to City Council, it is helpful if <br />you can refer to plans such as GMMP or comprehensive plan <br />Rob Zuccaro will include reference to Comp Plan in D revised draft ordinance. <br />Cynthia (to the board): this is a big change. <br />Rob Zuccaro suggested PPLAB could make a motion or affirm the draft motion. <br />John Webb on the phone - what protects members of the board from liability? <br />
