The Acquisition Process discussion with City Council may be postponed. Staff provided <br />OSAB feedback to Adam Blackmore in the form of minutes. Staff will draft a formal <br />memo, with OSAB Chair review, for Council when appropriate. <br />2. Redtail Ridge Updates: <br />Staff have received questions and concerns from the public and board regarding <br />ecological components of Redtail Ridge. While many ecological topics fall outside the <br />purview of the City (and therefore OSAB) staff are able to provide a general update <br />based on recent conversations with the applicant. <br />As reminder, a number of ecological inventories and studies were completed by the <br />applicant's consulting team dating back to 2019 and submitted to the City as part of the <br />preliminary plat review and approval process. Approval of the preliminary plat by <br />Council earlier this year took the past submittals into consideration when approval was <br />granted for the project to move forward. <br />The consultants, particularly ERO, remain actively involved on the applicants project <br />team and continue to monitor current status of the ecological components discussed in <br />their earlier reports to ensure future construction activity satisfies applicable regulations <br />and guidelines. Given that most of these topics fall under state and/or federal <br />regulations (as opposed to City) they are outside the purview of the City (and therefore <br />OSAB) for any type of binding review and comment. <br />Our current understanding on these topics is as follows: <br />• Wetland/Floodplain — the applicant is working with state/federal agencies <br />to obtain required permitting for work in these areas. Wetlands aren't <br />controlled by the City, however a floodplain permit would need to be <br />obtained from the local floodplain manager. <br />• Raptors/Migratory Birds/Burrowing Owls —the consultants are monitoring <br />activity to ensure regulations are met involving setbacks for construction <br />activity and timing of vegetation removal to comply with state/federal <br />regulations. <br />• Prairie Dogs — the consultants are monitoring activity and ensuring <br />compliance with State regulations for mitigation.
