<br />Planning Commission <br />Meeting Minutes <br />SEPTEMBER 21, 2006 <br />Page 4 of 9 <br /> <br />5) Fiscal- staff has met with the City's Finance Director and Leland Consultants for <br />McStain. <br /> <br />Commission Questions of Staff: <br />Loo inquired about the number of accidents that have occurred in the last year at McCaslin and <br />South Boulder Road. <br /> <br />McCartney stated that the Public Works Dept tracks the accidents and Tom Phare, Public Works <br />Director should address that question. <br /> <br />Deborski asked if a second left turn lane could be added on McCaslin for access to S. Boulder <br />Rd. <br /> <br />Phare explained there is no receiving lane for that additional turn lane onto S. Boulder Rd. He <br />reviewed the accident report counts as follows: 40,000 - 45,000 trips per day at that intersection; <br />10 accidents in 2005 and no accidents thus far in 2006. <br /> <br />Sheets asked if the property is developed and accidents increase then what the options are. <br /> <br />Phare stated that it would depend on the type of accidents. He also stated that a light would not <br />be practical. <br /> <br />Lipton expressed his interest in having a second access point for the development. <br /> <br />McAvinew reminded the Commissioners that the development has always been planned with <br />only one access. <br /> <br />Applicant Presentation and Commission Questions of Applicant: <br />Colleen Rozier, representing McStain Enterprises introduced the Development Team from <br />McStain. She provided the following summary from the previous meeting as follows: <br />1) The project meets the goals of the Comprehensive Plan. <br />2) The dedication of open space is 36%. <br />3) The architecture is a new design for McStain which includes design elements for both the <br />front and rear of each home. <br />4) The project will serve as an attractive gateway to the City. <br />5) The design team has been working to address the concerns of the neighbors. <br />6) McStain has met with City Staff and Leland Consultants regarding the Fiscal Analysis. <br /> <br />Rozier and the development team members discussed each of the summary points introduced by <br />Rozier. <br /> <br />Rozier noted that the proposed development will use "Build Green" techniques, which include <br />the use of photo voltaic for energy assistance. <br /> <br />Loo asked when the traffic counts had been completed. <br /> <br />The traffic engineer stated they were completed in early May when all the schools were in <br />seSSIOn. <br /> <br />Members of the Public: <br />Sharon Szabados, 1836 Continental View Dr., Louisville, discussed the following: concerns with <br />the HOA cost and will future home owners do the real cost of those fee; traffic problems and <br />safety; the 25-foot height limitation is too great. <br />
