heritage or cultural <br />characteristics of the <br />community, region, state, or <br />nation, because the Caboose <br />Y was part of the commercial <br />development of Main Street <br />and the South Boulder area. <br />• Meets criterion #2, Retains <br />original design features, <br />materials and/or character, <br />based on the apparently little <br />change to style or materials <br />since use as a restaurant. <br />• Staff is unaware of any <br />documentation regarding the <br />physical state of the Caboose. <br />However, based on a site visit, <br />it appears that the Caboose is <br />in need of significant repairs if <br />it were to be used as a <br />habitable space. An <br />assessment would help <br />determine the scope and cost <br />of a rehabilitation and <br />restoration project. <br />FISCAL IMPACT <br />The finding of probable cause allows for a grant of up to $9,000 for a Historic Structure <br />Assessment from the Historic Preservation Fund. <br />RECOMMENDATION <br />Staff recommends a finding of Probable Cause, making the property eligible for up to <br />$9,000 toward the cost of a historic structure assessment, with the following condition: <br />1. This approval expires on November 27, 2024 or in such case as the Caboose is <br />moved from 1155 Pine Street whenever occurs sooner. In either situation, the <br />applicant is required to request another finding of Probable Cause in order to be <br />reimbursed for an HSA. <br />ATTACHMENTS <br />1. Application <br />2.
