Building Code Board of Appeals <br />Agenda <br />September 25, 2024 <br />Page 6 of 56 <br />Staff update/discussion of 2021 IECC Energy Code decision from City <br />Council Meeting from 9/17/24 and Staff update on adoption of 2024 ICC <br />codes <br />Root explained the suggestions to Council: <br />• Appendix RC removed <br />• Change HERS rating requirement to 50 (without solar); cost difference <br />between 47 and 50 is significant <br />• Gas backup systems for Commercial properties. 2020 engineering spoke <br />at the meeting to support this since the equipment for heat pumps etc <br />when the weather is extremely cold, and also just as a backup system <br />• Appendix PT for Commercial buildings; reduce redundancies for <br />monitoring <br />• Allowing multi -family R-2 Occupancy to be used under the PT which is the <br />same as R-1; previously they would have to use Appendix RC which <br />would have been cost -prohibitive <br />• City has deferred on EV charging to follow the State code and has moved <br />to the Planning Division <br />• R-12 duct equipment <br />Root also explained that anytime the City adopts or amends the Building Code, <br />the City needs to ensure that it meets the State Energy Code. If we adopt a code <br />later than June of 2025 the City will have to meet the Carbon Offset code <br />adopted by the State, unless the City adopts the 2024 IECC before that time. <br />Root also explained that the previous definition of an all -electric building has <br />been removed: <br />An all -electric building is a building that contains no combustion equipment <br />including piping or plumbing or combustion equipment installed in the <br />home or building site. (both residential and commercial) <br />New definition: "A building that contains no combustion equipment" <br />Dino asked when these changes will be presented to City Council and will the <br />Board be able to review it again before then. Root responded that he would like <br />to get a packet together for the Board sometime in October, but that City Council <br />
