Building Code Board of Appeals <br />Agenda <br />December 4, 2027 <br />Page 5 of 55 <br />Henderson: Garages and unoccupied spaces such as attics do not have to be <br />sprinklered, in addition to other exceptions. <br />Root: If units are explicitly separated then no sprinklers required. Units above <br />and below will require sprinklers (condo) and/or utilities are stacked and run <br />through all the units, then would require sprinklers. <br />Berry: want to be compatible with other jurisdictions; <br />Henderson: neighboring jurisdictions do have this requirement, does not have <br />precise list. She believes "as written" code has been adopted. She will research <br />and provide data on other municipalities requirements'. Sprinklers allows the Fire <br />Department to do effective search and rescue as well as allowing time to exit the <br />building in a fire. <br />Root: multiple homes or entire neighborhoods need to be sprinklered in order to <br />achieve three foot setbacks, otherwise not as effective or usually allowed. 1 and <br />2 family dwellings is required. Tri plex or above does NOT require. <br />Root explains that in his experience with Fire Sprinklers that have triggered <br />during a fire, he has seen that that they succeeded in getting people out, but also <br />helped put most of the fire out which in turn helped save the structure. <br />Berry referenced data from the Home Builders association that they suggest <br />deleting R309.1 — townhouse sprinklers and R309.2 — one and two family <br />dwellings. We are looking at a code that is so new there is no errata to compare. <br />Root referenced the direct language from the 2024 IRC: <br />R309.1 Townhouse automatic sprinkler systems. An automatic sprinkler <br />system shall be installed in townhouses. Exception: an automatic sprinkler <br />system shall not be required where additions or alterations are made to existing <br />townhouses that do not have a automatic sprinkler system installed. <br />R309.2 One and Two Family dwellings automatic sprinkler systems. An <br />automatic sprinkler system shall be installed in one- and two- family dwellings. <br />Exception: An automatic sprinkler system shall not be required for additions or <br />alterations to existing buildings that are not already provided with a sprinkler <br />system. <br />Root further explained that a row of homes that are attached but separated by a <br />fire wall would not be subject to the IBC code since each unit would provide the <br />ability for people to exit in a fire. When units are stacked, then it falls under the <br />IBC. <br />Root: suggested to read over it regroup and discuss again. Goal to bring to City <br />Council for adoption, except the 2024 IECC. He would like to get these adopted <br />
