Boulder County Clerk, CO RESOLUTION R 15,00 D 0.00 <br />RESOLUTION NO. 6, <br />SERIES 1999 <br /> <br />A RESOLUTION ADOPTING THE DOWNTOWN LOUISVILLE FRAMEWORK PLAN AS AN <br />AMENDMENT AND UPDATE TO THE CITY'S COMPREHENSIVE PLAN, WHICH DOWNTOWN <br />FRAMEWORK PLAN APPLIES TO AN AREA GENERALLY DESCRIBED AS THE DOWNTOWN <br />AREAS ZONED C-C (COMMERCIAL COMMUNITY) AND C-B (COMMERCIAL BUSINESS) AND <br />SURROUNDING RESIDENTIAL INFLUENCE AREAS, AS MORE PARTICULARLY DEPICTED <br />ON EXHIBIT 'B' ATTACHED HERETO <br /> <br /> WHEREAS, the City of Louisville has adopted a Comprehensive Plan under the authority of <br />C.R.S.§31-23-201 et seq.; and <br /> <br /> WHEREAS, the City Council of the City of Louisville initiated this amendment to the <br />Comprehensive Plan, consistent with § 17.64.020; and <br /> <br /> WHEREAS, the Louisville downtown area is a unique part of the City that necessitates unique <br />policies and regulations; and <br /> <br /> WHEREAS, the Louisville downtown area has experienced changes in conditions both from within <br />the area and through external changes that affect the area and therefore justify the consideration of an <br />amendment to the Comprehensive Plan; and <br /> <br /> WHEREAS, the existing Comprehensive Plan does not adequately address present and future issues <br />that may arise in the downtown area, including parking constraints, traffic congestion, potential loss of <br />historic resources, and potential loss of traditional downtown character and scale; and <br /> <br /> WHEREAS, the purpose of the Downtown Louisville Framework Plan is to promote the health, <br />safety, convenience, order, prosperity and welfare of present and future inhabitants of Louisville and patrons <br />of downtown Louisville by preserving and enhancing downtown character; by lessening congestion in the <br />streets and roads; by maintaining adequate solar access; by promoting good civic design and arrangement; <br />and by preventing undue burden on the provision of public services downtown that might otherwise occur in <br />the absence of this amendment to the Comprehensive Plan; and <br /> <br /> WHEREAS, the Louisville City Council appointed a citizen Steering Committee to work with the <br />City in developing said Plan for the Louisville downtown area; and <br /> <br /> WHEREAS, the Steering Committee in conjunction with City Staff and a consultant held several <br />public workshops to solicit community input on the desired character for the Lmfisvi_l!e downtown area and <br />tile loie of the downtown area within the greater community; and <br /> <br /> WHEREAS, the Steering Committee has forwarded the Downtown Louisville Framework Plan as its <br />recommended policy document for the Louisville downtown area; and <br /> <br /> WHEREAS, the Planning Commission held a duly noticed public hearing as required by law and <br />reviewed and made comments on the Downtown Louisville Framework Plan that included additional language <br />and items within said plan for prioritization to City Council; and <br /> <br /> <br />
