RESOLUTION NO. 46, <br />SERIES 2018 <br />A RESOLUTION SUPPORTING BOULDER COUNTY BALLOT ISSUE 1A <br />REGARDING AN ALTERNATIVE SENTENCING FACILITY AND JAIL <br />MODERNIZATION <br />WHEREAS, the Boulder County jail is more than 30 years old and needs <br />maintenance and improvements to safely house the current inmate population, including <br />a greater number of women and inmates with greater mental and physical health needs; <br />and <br />WHEREAS, Boulder County cannot adequately perform jail duties, specifically <br />housing separately persons presenting a safety threat or medical need from the general <br />jail population; and <br />WHEREAS, housing altemative sentencing programs in a separate facility <br />drastically reduces potential contraband introduction into the jail; and <br />WHEREAS, Boulder County halfway houses that provide space for alternative <br />sentencing beds are in need of extensive renovation and repair, and are inadequate to <br />meet the current programming needs; and <br />WHEREAS, a .185% Boulder County Flood Sales and Use Tax expires in 2019, <br />and Boulder County Ballot Issue 1A, Alternative Sentencing Facility and Jail <br />Modernization, would extend this .185% sales and use tax for five years, with the <br />revenues therefrom dedicated to modernizing the jail and building an alternative <br />sentencing facility; and <br />WHEREAS, construction of a comprehensive altemative sentencing facility will <br />reduce jail crowding, improve security, and support offender programming in the most <br />cost effective manner; and <br />WHEREAS, an alternative sentencing facility will support the timely completion of <br />court ordered sentencing in a way that maintains the individual's employment, <br />preserving the individual's contribution to the community; and <br />WHEREAS, the City of Louisville would benefit from the availability of expanded <br />services and improved facilities through the Boulder County Jail for offenders referred <br />for County services; and <br />WHEREAS, the City of Louisville residents would also benefit from the safety of <br />the improved inmate supervision and the ability to offer alternative inmate management <br />options, including improved mental and physical health services; and <br />Resolution No. 46, Series 2018 <br />Page 1 of 2 <br />
