The <br />following persons were present - <br />City CouncilPresent:Mayor Chuck Sisk <br />Mayor Pro Tem Sheri Marsella <br />Dave Clabots <br />Frost Yarnell <br />Hank Dalton <br />Bob Muckle <br />Ron Sackett <br /> City Council Absent:None <br /> Staff Present: Malcolm Fleming, City Manager <br />Heather Balser,Deputy City Manager <br />Rhonda Welborn, Executive Assistant <br />Paul Wood,PlanningDirector <br />Bonnie Star, Economic Development Director <br />Opening remarks by Sam Light, City Attorney <br />Sam Light indicated that the discussion was only foran overview of the City <br />ordinances pertaining to Land Use and Development, as well as the review <br />process. Sam Light provided distinctions between quasi-judicial and legislative <br />actions. The discussion is to be general in nature and not an appropriate time for <br />discussion of the ConocoPhillips or other current applications. The meeting is for <br />explaining the annexation and zoning process and how these processes fit <br />together. <br />Overview of Louisville’s Land Entitlement Process <br />Paul Wood presented an overview of the current Land Entitlement process. The <br />current processwas developed to provide continuity among all piecesand have <br />the process be clear, certain, and expeditious.
