<br />
<br />AN ORDINANCE FOR THE LICENSING PROCEDURES
<br />AND R~GULATION OF MASSAGE PARLORS WITHIN
<br />THE CITY OF LOUISVILLE, COLORADO.
<br />
<br />THAT WHEREAS, the City Council of the City of Louisville,
<br />
<br />Colorado, finds that it is in the best interests of the c~tizens
<br />
<br />of the City to license and regulate Massage Parlors within the
<br />
<br />City of Louisville:
<br />
<br />NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
<br />
<br />CITY OF LOUISVILLE, COLORADO:
<br />
<br />SECTION 1.
<br />
<br />That the Municipal Code of the City of Louisville,
<br />
<br />ColoBado, is hereby amended to add the following Sections to Title
<br />
<br />5.28 for the licensing and regulation of massage parlors.
<br />
<br />Section 1.
<br />
<br />License Required.
<br />
<br />It shall be unlawful for any person, partnership, association,
<br />firm, or corporation to render or permit to be rendered massage
<br />services, or to permit to be engaged in, conducted or carried on,
<br />in or upon any premises within the City, the business of a massage
<br />parlor or establishment within the City without first obtaining
<br />a license issued pursuant to the provisions hbrein.
<br />
<br />Section 2.
<br />
<br />Definitions.
<br />
<br />As used in section, unless the context otherwise requires:
<br />
<br />A. "Massage" means pressurellSupon, friction against, stroking,
<br />rebbing, kneading, or other manipulation of the body by means, with
<br />or without apparatus, including, but not limited to, vibrators,
<br />infrared heat, sun lamps, and external baths.
<br />
<br />B. '!Massage Parlor" or "Massage Establishment" means an
<br />establishment or place of business where any person, association,
<br />firm, or corporation engages in conducts, carries on or permits
<br />to be engaged, conducted or carried on any business of manipulation
<br />of the body by any means of massage.
<br />
<br />C. "Massage Therapist" means any person twenty-one years of
<br />age or older who has graduated from a recognized school as defined
<br />herein, who administers to another person, for any form of con-
<br />sideration,or hire, a massage, alcohol bath, electric or magnetic
<br />massage procedure, manipulation of the body, or bther similar
<br />procedure.
<br />
<br />D. "Operator" means any person, partnership, association,
<br />firm, or copporation who owns, operates, or namages a massage parlor
<br />or massage establishment. A manager of a massage parlor a estab-
<br />lishment must be twaety--one years of age or older.
<br />
<br />E. "Recognized School" means any institution of learning
<br />which has for its purpose the teaching of the theory, method,
<br />profession, or work of massage and which requires a resident course
<br />of not less than One Thousand (1,000) hours ~~r graduation and
<br />certification. The instruction shall include courses in anatomy
<br />and physiology. If the school is located in the State of Colorado,
<br />it must meet the qualifications established by Title 12, Article 59,
<br />Colorado Revised Statutes of 1973, or other applicable state
<br />statutes pretaining to vocational education.
