CITY OF LOUISVILLE <br />RESOLUTION N0. 19 <br />1976 <br />WHEREAS, parks and open space areas enhance the en- <br />vironment and improve the quality of life for citizens of <br />Colorado; and <br />WHEREAS, citizens look to local government to provide <br />parks and open space areas; and <br />WHEREAS, escalating land costs and serious revenue <br />limitations make it virtually impossible for local govern- <br />ments to provide sufficient recreational lands without <br />state assistance; and <br />WHEREAS, the Conservation Trust Fund was designed to <br />foster parks, recreation and open space through direct <br />appropriations to loca]_ governments for acquiring, developing <br />and maintaining such az•eas; and <br />WHEREAS, in 1976 the General Assembly appropriated <br />$725,000 to the Conservation Trust Fund to be distributed <br />among approximately 60 counties and 200 municipalities; and <br />WHEREAS, Proposition 1 authorizes the Colorado Racing <br />Commission, a state agency, to conduct sweepstakes races <br />and appropriates the net proceeds of such races to the <br />Conservation Trust Fund for distribution to municipalities <br />and counties for park, recreation and open space purposes; and <br />WHEREAS, estimates prepared for the Colorado Racing <br />Commission indicate that the sweepstakes will make available <br />at least $10 million annually to local governments through <br />the Conservation Trust Fund; <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council <br />of Louisville, Colorado, supports and urges the favorable <br />adoption of Proposition 1 on November 2. <br />~' <br />MAYOR <br />~l <br />ATTEST: <br />~ -- ~ <br />CITY CLERK <br />
