r r <br />~ ; <br />CITY OF LOUISVILLE <br />Resolution No. 23 <br />Series 1D76 <br />FIHEREAS, the City of Louisville has received in the past ar.d <br />expects to receive in the future, certain monies under HUD Community Dlock <br />Grant Program, and; <br />WHEREAS, under the provisions of said Grant it is required of the <br />City to establish certain safeguards to prohibit employees from using a <br />position fora purpose that is, or gives the appearance of being motivated <br />by a desire for private gain for themselves or others, particularly these <br />with whom they have family, business or other, ties, and; <br />WHEREAS, the Grant further requires that there now shall be no <br />conflict of interest as provided in paragraph 11 of the Grant Agreement <br />which states: <br />"No member, officer, or employee of the grantee, or its <br />designees or agents, no member of the governing body <br />of the locality in which the program is situated, and <br />no other public official of such locality or localities <br />who exercises any functions or responsibilities with <br />respect to the program during his tenure or for ene <br />year thereafter, shall have any interest, dir`ct or in- <br />direct, in any contract or sub-contract, or the proceeds <br />thereof, for work to be performed in connection with the <br />program assisted under the agreement. The grantee shall <br />incorporate, or cause to be incorporated, in all such <br />contracts or sub-contracts a provision prohibiting, such <br />interest pursuant to the purposes of this section." <br />AND, WHEP,EAS, the City of Louisville desires to abide by said <br />provisions; <br />NOW, THEREFORE, BE IT RESOLVED that the City of Louisville adepts <br />the following guidelines and requests that the Louisville Urban Rene~Nal Authoriity <br />adopt the same: <br />1. That all officers and employees of the City of Louisville <br />must recognize that their responsibility in conducting the Community Development <br />Program, is primarily to the community as a tivhole. <br />
