August 27, 2001 <br /> <br />THE CITY OF LOUISVILLE <br /> <br /> REGULAR LOCAL LICENSING AUTHORITY MEETING <br /> <br />Local Licensing Authority of the City of Louisville met in a regular session on August 27, 2001, in <br />the 2nd Floor Council Chambers, City Hall, 749 Main Street, Louisville, Colorado. Chairperson <br />Marguerite Lipton conducted the meeting. The meeting came to order at 6:45 p.m. and the <br />following persons were present. <br /> <br />ROLL CALL <br /> <br />Attendance: <br /> <br />Marguerite Lipton, Bill Kimmett, Michael Koertje ~ 7:00, <br />Karen Sackett, Steve Jeffers ~ 6:55 <br /> <br />Also Attending: <br /> <br />Kathleen Kelly Harrington, <br />Griffiths, Tanoue, Light, Harrington & Dawes, P.C. <br />Nancy Varra, City Clerk <br />Jerry Riggins, Louisville Police Department <br /> <br />REVIEW OF NEW EXECUTIVE SESSION PROCEDURES <br /> <br />Chairperson Lipton stated that the Authority would begin this meeting by reviewing the new <br />executive session procedures. <br /> <br />Authority Attorney Harrington stated that new legislation passed during the 2001 legislative session <br />imposing additional requirements on local public bodies that hold executive sessions. Harrington <br />stated that at the last meeting the Authority adopted by motion the sample procedures contained in <br />member packets. <br /> <br />Attorney Harrington stated that the biggest change occurs when a motion is made to go in to <br />executive session. A specific statutory citation must be read. Additionally the executive session <br />must now be tape recorded on a separate tape and maintained by the Authority Attorney for a <br />period of 90 days after which the tape would be destroyed. <br /> <br />Harrington stated that thc reason for the new legislation focused on concerns that local public <br />bodies were discussing matters not stated at the outset of the executive session as required by law. <br /> <br />APPROVAL OF AGENDA <br /> <br />Member Kimmett moved the agenda be approved. Member Jeffers seconded the motion. All <br />members were in favor, motion carried. <br /> <br /> <br />
